Job title: Chief Executive Officer - City River Business Improvement District

For line management, operational and day-to-day matters, to the Board Strategic Advisor.

Job Function:

The Chief Executive Officer (hereon referred to as CEO) will be responsible for leading the organisation, delivering its strategic objectives, and ensuring levy payers receive clear value from the Business Improvement District (hereon referred to as BID) and its activities. The role combines strategic and operational leadership, stakeholder management, business development, financial oversight and place management. The CEO will provide day-to-day leadership and management of the City River BID, working closely with partners, stakeholders and service providers, and supported by an executive team. The BID CEO will ensure the BID Proposal is delivered professionally, transparently and cost-effectively, while representing the interests of levy-paying businesses. The CEO will work collaboratively with the Board Strategic Advisor, the Chair and Board of Directors to enhance the economic vitality, attractiveness and sustainability of the City River BID.

Job Description:

  • Deliver the initiatives and services set out in the BID Business Plan, maintaining and further developing a positive environment in which business stakeholders can support the continuation of the BID beyond its initial five-year term.

  • Direct and manage the executive team, BID contracts, commitments and service level agreements with The City of London Corporation.

  • Act as CEO for the BID and serve as the Company’s principal point of contact for all operational matters relating to the BID footprint, working closely with The City of London Corporation, its Members and Officers.

  • Manage relationships with key stakeholders involved in the BID, including levy payers, The City of London Corporation, The City of London Police, British Transport Police, Transport for London and third-party service providers.

  • Measure and report against key performance indicators set out in the Business Plan and annual delivery plan, ensuring performance meets the expectations of the BID Board.

  • Ensure the effective operation and development of all BID initiatives, delivering them on time and within budget.

  • Work with The City of London Corporation to support the timely billing and collection of the annual BID levy.

  • Manage and oversee all governance arrangements and reporting to the Board of Directors, ensure the BID complies with statutory obligations, the Company Articles of Association and By-laws and ensure that Board membership remains representative of the City River BID.

  • Ensure BID activities are managed within the agreed budget and that suppliers are paid promptly.

  • Work collaboratively with neighbouring City and Central London BIDs, other BID managers across England, British BIDs and the ATCM.

  • Maintain close liaison with local and national press and media to promote the BID and raise the profile of the City River BID and the local area.

  • Work alongside public service providers to establish and deliver shared objectives and explore the feasibility of developing a Property Owner BID coterminous with the BID footprint.

  • Oversee, manage and propose Terms of Reference for all Steering Groups established under each pillar of activity:

    • Re-imagining
    • Promoting
    • Enlivening
    • Connecting

Key accountabilities, responsibilities, tasks, and processes:

  • Deliver the BID Business Plan and monitor the services set out in the Service Level Agreement.

  • Effectively lead and manage the BID team and its programme of work.

  • Communicate effectively with all relevant parties.

  • Comply with appropriate legislation governing employment, data protection, health and safety and prevention of bribery.

  • Respond appropriately to issues that may affect local businesses, the City River BID business community and the BID footprint.

  • Ensure that all those involved in the BID understand the contribution they make and identify with the BID’s aims and objectives.

  • Regularly monitor the delivery and impact of the BID by walking the BID footprint and noting any variance from expected standards.

  • Formulate actions and follow up as required to ensure appropriate remedial measures are implemented.

  • Ensure effective budgetary management and compliance with robust financial controls and reporting.

  • Propose revisions to the Business Plan as necessary and in response to the needs of the area and levy paying community.

  • Organise BID Board and Committee Meetings and the AGM, ensuring compliance with the Company Articles of Association and By-laws and that good governance practices are followed, papers are accurate, appropriate and shared with Directors in advance of meetings providing adequate time to read and comment.

  • Continue to secure further funding to support the activities of the BID through private sector involvement and contributions.

  • Maintain the website to keep businesses informed and engaged with the BID and oversee social media activity to communicate the BID’s achievements and promote its activities and events.

  • Carry out any other reasonable activities as required by the Board of Directors and act as the first point of contact for BID levy payers, operate within the framework of the Business Plan and the needs of the Company.
