Chief Finance Officer (CFO)

Office of the Police and Crime Commissioner (OPCC) for Lancashire

About The Role

This is an exceptional opportunity to join the Office of the Police and Crime Commissioner (OPCC) for Lancashire as Chief Finance Officer, a statutory leadership role at the heart of policing governance, financial stewardship and public accountability.

Reporting directly to the Police and Crime Commissioner, you will serve as the PCC's principal professional adviser on all financial matters and fulfil the statutory responsibilities of the Section 151 Officer. You will ensure the effective administration of the Commissioner's financial affairs whilst providing strategic financial leadership across the OPCC and Lancashire Constabulary.

As a member of the senior leadership team, you will play a pivotal role in supporting the delivery of the Police and Crime Plan, ensuring robust financial management, value for money and sound governance arrangements that deliver positive outcomes for communities across Lancashire.

Key Responsibilities

The Successful Candidate Will

  • Act as the statutory Chief Finance Officer and Responsible Officer under relevant local government finance legislation.
  • Lead on all financial matters relating to the Office of the Police and Crime Commissioner.
  • Provide strategic financial advice to the Police and Crime Commissioner and Chief Executive.
  • Ensure the proper administration of the Police Fund and maintain robust financial governance arrangements.
  • Lead the development and delivery of the Medium-Term Financial Strategy.
  • Oversee budget setting, financial planning, reserves, treasury management and capital investment strategies.
  • Ensure the production of high-quality financial information and statutory accounts.
  • Lead strategic risk management and support effective corporate governance.
  • Provide financial oversight of commissioning activity and community funding programmes.
  • Work closely with Lancashire Constabulary's finance leadership to support strong joint financial management arrangements.
  • Liaise with external auditors, government departments and national policing bodies.
  • Promote transparency, accountability and continuous improvement in the management of public resources.

About You

We are seeking an experienced and credible finance professional with outstanding leadership skills and a strong understanding of public sector governance.

Essential Requirements

  • Qualified member of a recognised CCAB accountancy body.
  • Significant senior-level financial management experience.
  • Strong understanding of public sector finance, governance and accountability frameworks.
  • Experience of leading strategic financial planning and budget management.
  • Ability to provide clear and influential advice to senior stakeholders and elected representatives.
  • Proven leadership, partnership and relationship management skills.
  • Commitment to delivering value for money and high professional standards.
