Chief Regulatory Officer
The Mission
North Stack is building the regulatory infrastructure for regulated businesses. Our ambition is to become the company enterprises turn to when they need to understand what regulation means for their business, what has changed, what evidence they need and what they need to do next.
We build AI systems that map a firm's regulatory landscape, connect obligations to evidence, track regulatory change and give leadership a live view of what matters. We already have enterprise clients and a growing pipeline. The next stage is turning the regulatory judgement currently held by the founders into a methodology that can scale across clients, sectors and products.
The Role
The Chief Regulatory Officer will own how North Stack interprets regulation and what we are prepared to say about it. You will work alongside the founders and engineering leadership. Engineering owns whether the system works. You own whether the regulatory logic behind it is right.
You will determine:
- Which obligations apply
- Who owns them
- What constitutes appropriate evidence
- What regulatory change means in practice
- What can responsibly be automated
- Where human judgement must remain
Where there is disagreement about whether a regulatory output can be relied upon, you will have the authority to stop it.
This is an executive role, but there is no established regulatory function to inherit. You will build it.
You Will
- Build the regulatory methodology Define how North Stack reads a regime and maps it against a client's organisation, then turn that methodology into a repeatable standard.
- Lead the regulatory audit Own the structure of our regulatory audit, initially leading it yourself and establishing the standard that allows others to run it.
- Own the regulatory logic inside RegPulse Define what constitutes an obligation, what qualifies as evidence and how regulatory changes should be interpreted for a particular organisation.
- Set the red lines Ensure human sign off remains where required, that North Stack does not present system output as a regulatory opinion where a qualified opinion is required, and that our regulatory boundaries are embedded in the product.
- Be credible with senior stakeholders Hold conversations with Heads of Regulatory Affairs, Chief Risk Officers, Compliance Directors and boards on their terms.
- Build the practice Establish the methodology, hiring standards and foundations of a regulatory team capable of supporting multiple clients without founder involvement in every engagement.
- Shape the market Contribute to consultation responses, industry bodies, working groups, regulator engagement and North Stack's public regulatory position.

You Have
A significant career spent close to regulatory decision making, whether within a regulated firm, regulator, government, professional services or advisory environment.
You should be able to demonstrate:
- Accountability for something that mattered to a regulator, such as a return, submission, consultation response or remediation programme
- The ability to interpret changing regulation and translate it into processes, data, ownership and actions
- Credibility with boards and senior risk and compliance stakeholders
- The ability to work with engineers and translate regulatory requirements into a working system
- The independence to challenge founders, engineers and clients when something is not sufficiently robust
- Experience building methodologies or practices rather than simply operating within an established one
Desirable
Experience with UK regulatory regimes such as the FCA, PRA, Ofgem, Ofwat, ICO or Building Safety regulation, alongside familiarity with AI governance including the EU AI Act, ISO 42001 or DORA. We care more about the quality of your regulatory judgement than the number of frameworks you have worked with.

After 12 months, North Stack should no longer rely on the founders to provide the regulatory methodology behind every engagement. You will have established the regulatory methodology, built a repeatable audit process, defined the regulatory logic within RegPulse, established our regulatory boundaries and laid the foundations for a regulatory team. The objective is simple: the regulatory practice becomes North Stack's intellectual property, rather than something that lives in one person's head.
Remuneration
£90,000 to 105,000 base salary, depending on experience, plus equity through an EMI option scheme vesting over four years with a one year cliff. The package is deliberately weighted towards equity and sits below what an equivalent regulatory leader could command within a large regulated firm. You are not joining an established regulatory function. You are building one.
Why North Stack
Most senior regulatory roles sit within the second line. You inherit obligations, provide assurance and manage exposure within one organisation. This role is different.
You will define the methodology that allows multiple regulated businesses to understand and manage their obligations. North Stack has established a position in a difficult market, with enterprise clients and a growing pipeline. We are now building the regulatory practice that sits alongside the technology. You will help determine how North Stack interprets regulation, how that interpretation becomes technology and ultimately how regulated businesses interact with their obligations.
