Children's Safeguarding Review Lead – 6-Month Contract
Location: Shropshire Council
Rate: £41.42 per hour (Umbrella)
Contract: 6-Month Contract
Hours: Full Time
Working Pattern: Hybrid – 1 to 2 Days Office-Based, Remaining Days Remote
DBS: Enhanced DBS Required
Driving Requirement: Full UK Driving Licence Required
DVLA Check: Required Before Start
Pay: Bi-weekly
Summary
Shropshire Council is in search of a seasoned Children's Safeguarding Review Lead to collaborate with the Principal Social Worker (PSW) and the Service Manager for Quality Assurance. The role is pivotal in executing high-standard safeguarding reviews, learning initiatives, and improvement activities within Children's Services. This specialized position emphasizes extracting insights from safeguarding incidents, rapid reviews, and both local and national safeguarding reviews, including domestic homicide and child death reviews. The successful candidate will be instrumental in pinpointing learning opportunities, managing review activities, sharing best practices, and fostering service enhancements throughout the workforce.
Responsibilities
- Assist the PSW and Service Manager with issues related to the Shropshire Safeguarding Community Partnership (SSCP).
- Organize and document Safeguarding Incident Notification Meetings with statutory partners.
- Oversee the review of records for:
- Rapid Reviews
- Domestic Homicide Reviews (DHRs)
- Safeguarding Adult Reviews (SARs)
- Anti-Social Behaviour Case Reviews
- Prepare:
- Scoping Forms
- Information Management Reports (IMRs)
- Impact Chronologies
- Review documentation
- Support and engage in:
- Local Child Safeguarding Practice Reviews
- Rapid Reviews
- Learning Reviews
- Multi-agency safeguarding reviews
- Represent the PSW and Service Manager in review meetings and panels.
- Present data and engage in discussions on risk, learning, and service enhancement.
- Participate in:
- Case Review Panels
- Practitioner Learning Events
- SSCP Groups
- Quality Assurance and Performance Meetings
- Act as a deputy for the Service Manager for Quality Assurance when necessary.

Child Death Review Responsibilities
- Serve as the Children's Social Care representative at the Shropshire, Telford & Wrekin Child Death Overview Panel (CDOP).
- Attend:
- Joint Agency Reviews
- Child Death Review Meetings
- Child Death Overview Panel Meetings
- Collect and present information for Children's Social Care.
- Coordinate actions and ensure integration of learning into practice.
Quality Assurance & Improvement
- Manage and track actions from:
- Reviews
- Panels
- Learning Events
- SSCP Groups
- CDOP Activities
- Monitor action completion and assess impact.
- Support governance and reporting structures.
- Contribute to the Quality Assurance Framework.
- Conduct:
- Audits
- Dip Samples
- Thematic Reviews
- Practice Analysis
- Identify trends and opportunities for improvement.
- Develop and facilitate:
- Practice Briefings
- Learning Sessions
- Workshops
- Guidance Resources
- Share insights from local and national safeguarding reviews.
- Evaluate the impact of learning on workforce practices.
Essential Requirements
- Extensive experience in:
- Children's Social Care
- Safeguarding
- Quality Assurance
- Practice Improvement
- Experience in supporting or leading:
- Rapid Reviews
- Safeguarding Reviews
- Learning Reviews
- Child Safeguarding Practice Reviews
- Proficiency in producing:
- IMRs
- Scoping Documents
- Chronologies
- Quality Assurance Reports
- Strong understanding of:
- Children's Safeguarding Legislation
- Working Together Guidance
- Child Protection Procedures
- Multi-Agency Safeguarding Arrangements
- Experience in conducting case audits and thematic reviews.
- Excellent skills in report writing and analysis.
- Strong presentation and facilitation abilities.
- Capability to collaborate effectively with senior stakeholders and partner agencies.
- Full UK Driving Licence.

Desirable
- Background in Qualified Social Work.
- Experience in a Local Authority Quality Assurance Service.
- Familiarity with Child Death Review Processes.
- Experience in delivering learning and workforce development activities.
