Civil Design Management Consultant
We are looking for an experienced Design Manager to support tender, bid and pre-construction activity across major infrastructure projects. The role will focus on coordinating design inputs during the work-winning and early project stages, ensuring tender proposals are technically robust, commercially informed, buildable, compliant and aligned with client requirements.
Key Responsibilities
- Lead design management input for tenders, bids, frameworks and pre-construction opportunities.
- Coordinate design information from internal teams, external designers, consultants, estimators, planners, commercial teams and supply chain partners.
- Review tender documents, employer’s requirements, specifications, drawings and technical schedules to identify design obligations, risks and opportunities.
- Support bid strategy by developing clear, buildable and value-led design solutions that strengthen technical submissions.
- Provide design management advice during tender reviews, settlement meetings, pre-construction planning and handover into delivery.
- Promote best practice across health and safety, sustainability, cost, programme, buildability, quality and design risk management during the tender stage.
- Support the preparation of design programmes, design responsibility matrices, deliverables schedules, design fee scopes and consultant appointment information.
- Coordinate BIM, 3D design and digital construction inputs required for tender responses, including BIM Execution Plan requirements where applicable.
- Review technical proposals, alternative design options and value-engineering opportunities to improve competitiveness and reduce delivery risk.
- Ensure CDM 2015 requirements and residual design risks are considered early and clearly communicated through tender and pre-construction documentation.
- Contribute to tender interviews, client presentations and clarification responses by providing clear design management expertise.
- Support effective handover of tender design assumptions, risks, opportunities and commitments into the project delivery team.

- Previous experience in design management, design coordination, bid management, pre-construction engineering or technical management within infrastructure, civil engineering, construction or energy projects.
- Strong understanding of tender-stage design development, bid submissions, employer’s requirements, design scope definition and pre-construction planning.
- Ability to coordinate multidisciplinary design inputs and translate technical information into clear, commercially aware tender responses.
- Practical engineering knowledge developed through site experience, design office exposure, pre-construction involvement or project delivery roles.
- Knowledge of 3D design, BIM, digital construction and information management standards such as BS EN ISO 19650, ES1192 or PAS1192.
- Understanding of civil engineering principles, geotechnics, structures, temporary works interfaces and buildability considerations.
- Working knowledge of CDM 2015 requirements, design risk management and residual risk communication during early project stages.
- Ability to work with estimators, planners, commercial teams, designers, clients and supply chain partners in a deadline-driven tender environment.
- Degree-level qualification or equivalent experience in civil engineering, structural engineering, construction management or a related discipline; chartered status would be advantageous.
