CIVIL MANAGER, BIP AGRICULTURAL DEV. DSR NUMAN, ADAMAWA STATE
Job Summary
To supervise and manage all mechanical and civil construction contracts and in-house activities related to the Bulk Water Supply (BWS) Project, ensuring that all contractual obligations are fulfilled and that work is delivered on time, within budget, and to the required quality standards.
Key Duties and Responsibilities
- Overall responsibility for the development and construction of major Bulk Water Supply (BWS) projects, including all infield and related works.
- Manage all appointed contractors, ensuring schedules, method statements, QA/QC requirements, and delivery schedules comply with the BWS Master Schedule.
- Conduct due diligence on potential contractors and evaluate their suitability against required standards.
- Facilitate pre-construction planning sessions and project site meetings.
- Ensure work is executed in accordance with approved specifications, standards, materials, workmanship, and timelines.
- Review and interpret drawings, technical documents, and engineering instructions during inspections.
- Facilitate and monitor formal inspections, progress certifications, completion certificates, and handover procedures.
- Maintain and update the project Master Programmed and schedules using MS Project.
- Mentor project teams and promote systematic project management protocols.
- Prepare weekly and monthly progress reports.
- Supervise site measurements, testing, and sampling to ensure compliance with quality standards.
- Manage quantities, measurements, and verification of work completed.
- Review contractors' quantities and measurements for approval of progressive payments.
- Organize, schedule, and chair site progress meetings while maintaining agendas, minutes, site diaries, and action plans.
- Ensure compliance with legal, statutory, and regulatory requirements.
- Monitor HSE compliance and report deficiencies to the HSE Manager.
- Coordinate communication and advise contractors and consultants regarding non-conformances and corrective actions.

Educational Qualification and Work Experience

- B.Sc. in Civil Engineering
- Irrigation Infrastructure Design Project Management and Construction Management certifications are an added advantage.
- Minimum of sixteen (16) years continuous experience in agricultural irrigation construction projects. Vast experience in construction of agricultural irrigation systems and Bulk Water Supply infrastructure.
