This vacancy is only available for applications from existing Internal Plymouth City Council employees and Agency Workers who are in an active placement and have 12 weeks continuous service. Applications submitted by External candidates who do not meet this criteria will not be considered and will be rejected.

Join our team as a Civil Protection Officer
Do you thrive in high-pressure situations? Want to play a key role in helping your community prepare for and respond to emergencies? Plymouth City Council is looking for a committed and capable Civil Protection Officer to join our professional and dynamic Civil Protection Service on a full-time 2-year secondment/fixed term contract.
What You'll Do
As a Civil Protection Officer, you will:
- Develop, review and exercise emergency plans to ensure the Council is prepared to respond effectively to emergencies and major incidents
- Work with local, regional and national partners to strengthen resilience and support multi-agency planning and response arrangements
- Identify and assess risks to Plymouth, helping to develop proportionate contingency and resilience measures
- Deliver training, exercises and professional advice to council staff, elected members and partner organisations
- Support emergency response and recovery activities, including participation in the Civil Protection duty rota

What We're Looking For
We’re looking for someone with:
- A diploma (or equivalent experience) in emergency management or a related field
- Proven experience in multi-agency planning and emergency response
- Strong understanding of the Civil Contingencies Act 2004 and relevant regulations
- Excellent communication, analytical, and leadership skills
- Confidence to make critical decisions under pressure
- A full UK Driving Licence
- The ability to undertake 'on-call' duties out of hours without restriction
- Membership in a relevant emergency planning organisation and experience with non-statutory plans and central government resilience frameworks
- An understanding of business continuity in a local authority environment
