Client General Site Manager – Onshore Substation
Location: Norfolk, UK
Duration: 02/11/2026 to 01/11/2027
Working Pattern: Monday-Friday, 8 hours a day
Type: Freelance – outside IR35
Description:
The Onshore Substation General Site Manager is to act as the onsite Client Representative during the site establishment and later construction of the Onshore Electrical Substation and associated onshore works. Supports the HVDC Package Manager through the construction phase, and manages all aspects of the Client’s site duties under the Contract. The role will utilise additional client site resources and ensure that all site related information is coordinated between the supporting functions within the project.
Key Responsibilities
The Onshore Substation General Site Manager acts as the onsite Client Representative for construction of the Onshore Electrical Substation and associated onshore works. Supporting the HVDC Package Manager through construction, the role manages all Client site duties under the Contract and represents the Project onsite.
- The role facilitates timely resolution of site issues and mitigation of employer risks through regular and ad hoc meetings, discussions and robust records, with Package Manager support when engaging the Contractor’s Senior Management team.
- It also supports resolution of client programme risks, including package interfaces.

Candidates require substantial site-management experience on large-scale HV substation construction and technical knowledge of civil engineering; HV mechanical and electrical installation; testing and commissioning of HV systems and cables. Responsibilities cover all onshore substation site-management activities, including health, safety, environment, security and pre-handover maintenance. The role must become familiar with the Contracts, Consent Management Plans, leases, designs, Construction Phase Health & Safety Plan, package interfaces, Employer’s Requirements/specifications and relevant contractor documentation.
The role manages relationships with key stakeholders, including National Grid, associated works contractors and Client Senior Management; liaises with the Commissioning Manager operating the HV Safety Rules for energised plant; supports interface planning with National Grid and the Onshore Cables Team; prepares progress, risk and key-decision reports, dashboards and presentations for project leadership; and ensures the Contractor fulfils its Principal Contractor duties under CDM.

Deliverable: safe delivery of the project’s onshore electrical transmission system, including continued development, construction, operational handover, commercial closeout and delivery of all as-built documentation for associated packages.
Key Qualifications
- A degree in Engineering or equivalent experience
- Site Management Safety Training Scheme (SMSTS) or equivalent required. High level safety qualifications such as NEBOSH would be an advantage
Must have Qualification / Experience
- Extensive experience as a Site Manager role on HV substation construction projects including the integration of equipment throughout the build construction and installation process.
- A proven track record in civil engineering, and HV substation site construction management
- An excellent understanding of the range of available civil engineering techniques, including HDD with a practical approach to implementation.
- Business proficient in English
- Role is site based and expectation is that the role is performed therefore at the site location.
