Overview
Optometry Scotland invites expressions of interest from suitably experienced optometrists to provide Clinical Advisory Services through an initial 12-month independent consultancy pilot. As the representative body for optometrists, dispensing opticians and optical providers across Scotland, Optometry Scotland works with the Scottish Government, NHS Scotland, NHS Boards and professional stakeholders to influence policy, support members and advance NHS-funded community eye care.
About the Consultancy
The consultancy will provide additional clinical expertise and professional capacity across an agreed portfolio of strategic, policy, service development and stakeholder activity, supporting the delivery of OS's Board-approved priorities.
- Clinical and professional advice on community optometry and NHS-funded eye care in Scotland.
- Clinical review and input to policy papers, consultation responses, briefings and position statements.
- Professional input to the development, implementation and evaluation of community optometry services.
- Stakeholder engagement and representation at agreed meetings, working groups and professional forums.
- Presentations, workshops and professional updates on agreed matters.
- Professional intelligence, horizon scanning and analysis of emerging developments affecting community optometry.
- Clinical and professional advice and recommendations to support Board decision-making and delivery of Board-approved priorities.

How the Arrangement Will Work
The consultant will provide services within an agreed Scope of Services, with priorities reviewed as OS business develops. The nature of OS's work means that some requests for professional input may arise at relatively short notice. Routine activity within the agreed scope can be arranged through normal liaison with OS, while substantial or distinct projects may be supported by a separate project brief where useful.
The approved consultancy rate is £33.50 per hour. OS has allocated a maximum of 960 consultancy hours across the 12-month pilot, representing a maximum consultancy fee value of £32,160, excluding VAT where applicable and any specifically approved expenses. The 960 hours represent an annual maximum rather than a guaranteed monthly allocation. The volume of services is expected to fluctuate throughout the pilot according to organisational activity and priorities.
Some services will require attendance at meetings, conferences or stakeholder events at times fixed by those activities, including daytime and occasional evening commitments. Subject to agreed deadlines, meetings, professional standards and OS governance requirements, the consultant will determine how and when other preparatory, analytical and advisory work is undertaken.
The consultant may continue clinical practice and provide services to other organisations, subject to appropriate confidentiality and conflict-of-interest requirements.
Professional Requirements
- Current registration with the General Optical Council as an optometrist
- Independent Prescribing qualification
- Significant experience of community optometry in Scotland
- Strong understanding of General Ophthalmic Services and NHS-funded eye care in Scotland
- Relevant experience of service development, policy, professional representation, stakeholder engagement or comparable professional activity
- Excellent professional judgement and communication skills, with the credibility and confidence to engage effectively with senior stakeholders and represent agreed OS positions

Governance
The consultant will provide professional expertise within OS's Board-approved policy and governance framework. The consultant may represent OS on agreed matters but will not hold Board or governance responsibilities, determine organisational strategy or policy independently, line manage staff, or commit OS to new positions or agreements without appropriate authority.

- a supporting proposal of no more than two pages outlining your relevant experience, interest in the consultancy, approach to providing the services and ability to accommodate the anticipated level of activity during the pilot.
Shortlisted applicants will be invited to a structured discussion with representatives of Optometry Scotland to explore their experience, approach and suitability for the consultancy.
