About the Role

Are you a talented and driven Commercial Category Manager seeking a new and exciting opportunity in a dynamic and supportive Commercial Team? This role forms part of our high-performing best-in-class Technology Commercial Business Partnering Team. We enable stakeholders to deliver commercial activity—spanning hardware & software commercial engagement, supplier negotiations, and driving continuous improvements—in a fast-paced, positive working environment.

Responsibilities

You will be responsible for:

  • Delivering end-to-end commercial support to the Commercial Business Partner, including:
    • Maintaining a comprehensive procurement pipeline.
  • Working with technology stakeholders to agree and prioritise commercial activities alongside the Commercial Business, ensuring optimum collaboration and delivery.
  • Supporting the Commercial Business Partner in end-to-end sourcing, facilitating workshops (where required) to align on sourcing strategies, pre-tender and project identification workshops, requirements building, value analysis, solution modelling, supplier performance tracking and contract management.
  • Following the agreed governance process, working cross-functionally to resolve commercial matters effectively.
  • Collaborating with Finance to identify, analyse and realise benefits within both procurements and awarded contracts, focusing on continuous improvement, savings realisation and contract or project cost benchmarking.
  • Supporting the Commercial Business Partner to embed effective risk management.
  • Ensuring efficient and consistent use of eProcurement systems (P-VEND), DSC tools and banking systems where relevant (e.g., Arch stewarding manuals).
  • Supporting the Commercial Business Partner with the development of commercial competencies in your business area through engaging training sessions or one-to-one mentoring.
  • Driving sustainability within the category in close collaboration with Government vendors and Bank’s specialist suppliers (ECM Trust competencies).
  • Identifying and driving savings, whilst maintaining robust procurement governance.
  • Maintaining all commercial trackers, including:
    • Waivers
    • Savings (Savings Tracker compressions and newly identified ones)
    • Project pipelines, and sub-function management
    • Contract records and sourcing events on the Procurement portal.
  • Ensuring clear information flows for supplier intelligence and communication channels between Procurement and business areas remain effective.
  • Working with Commercial Delivery teams to:
    • Ensure supplier and contract management standards are implemented as per Bank of England Public Contract Directory and Supplier Management Framework.
  • Proactively developing a sourcing plan across the new operational category leading to broader acknowledgement by the commercial function.

Minimum Criteria

  • Experience in building a robust commercial pipeline of activity, identifying routes to market and opportunities.
  • Experience in running or supporting the delivery of technology procurements aligned with Government Information Assurance Levels.
  • Experience of PCR-level public procurement, including public-sector frameworks and the use of DSC.
  • Experience of working across whole project life cycles with a strong understanding of approaches like Procure 21, Digital Crown Commercial Services (CCS), Managed Search and best use of agreed templates and processes.

Essential Criteria

  • Strong experience in managing a pipeline of commercial activity and delivering innovative commercial solutions through:
    • Underpinning sourcing techniques within the Technology category.
  • Strong customer engagement skills, collaborating to deliver shared objectives and optimise value.
  • Excellent communication skills, including building rapport and establishing constructive relationships.
  • Demonstrable organisational, planning, and time management capabilities with the ability to align effectively with project priorities.
  • Proven ability to manage multiple projects simultaneously in a dynamic, customer-focused, balanced workload environment.
  • Self-motivated, able to work independently and as part of a team.

Desirable Criteria

  • MCIPS qualification (or working towards).

  • A non-contributory, career-average (CARE) pension, with a guaranteed retirement benefit of 1/80th of your salary per year worked—adjustable options for flexibility (e.g., dialling up to 1/65th or down, if applicable).
