What you'll be doing
An exciting opportunity has arisen for an experienced commercial leader to join the Parliamentary Commercial Department (PCD) as Commercial Deputy Director, Indirects. Working at the heart of UK Parliament, you will lead the commercial delivery of some of the most complex and high-profile construction, refurbishment, facilities management and maintenance projects across the Parliamentary Estate, including projects that support the long-term stewardship of the Palace of Westminster, a UNESCO World Heritage Site.
PCD is responsible for commercial strategy, procurement delivery, commercial policy and contract management support across both Houses of Parliament. Joining the department at a time of significant transformation, you will play a key role in shaping the future of the commercial function while helping to deliver value from Parliament's annual spend of almost £1 billion.
As the lead for the Indirects Category Management team, you will be responsible for driving commercial strategy, procurement, and contract delivery across Parliament's indirect spend categories. Acting as the commercial expert and a key adviser to senior stakeholders, you will build strong relationships across Parliament, manage commercial risks and opportunities, support policy and process development, and deputise for the Commercial Director when required. This is a highly visible, customer-facing position suited to a commercially astute leader with strong stakeholder management skills, political awareness, and a proactive, can-do approach.

This role is offered on a hybrid working basis, with an expectation of you spending 40% of your time in the office.

What we're looking for
Candidates for this role should hold membership of the Chartered Institute of Purchasing and Supply (CIPS) at Level 5 or be able to demonstrate an equivalent level of expertise gained through relevant work experience, and a willingness to study for a formal qualification if required. It would be an advantage for candidates to be qualified to Level 6 (MCIPS).
- Deep expertise in indirect categories, including strategy, procurement, and contract management.
- Strong commercial and procurement experience, managing high-value contracts, complex projects, facilities management, and services, with excellent knowledge of PCR2015 and PA2023 regulations.
- Exceptional stakeholder management skills, with a proven ability to influence senior leaders, build strong relationships, and communicate effectively across diverse audiences.
- Confident handling challenging conversations, resolving complex issues and achieving mutually beneficial outcomes with stakeholders at all levels.
- Proven people leadership experience, leading high-performing commercial or procurement teams and fostering an inclusive, collaborative culture.
- Results-driven and proactive, able to work at pace, solve problems effectively, deliver quick wins, and drive continuous improvement.
