The company is entering its next stage of growth. We are building a high-calibre commercial function that can protect and deepen existing NHS relationships, enter new markets, and convert opportunities into safe, sustainable, and profitable services.

Role Purpose

The Commercial Development Manager will identify, shape, and convert new growth opportunities across WLC's NHS, institutional, private, and partnership channels. The postholder will work directly with the Chief Commercial Officer to turn market opportunities into well-defined, economically attractive, and operationally deliverable services.

This is a broad, hands-on commercial development role rather than a conventional high-volume sales position. It requires the ability to move confidently from market intelligence and stakeholder engagement into proposition design, business cases, bids, negotiation, and mobilisation handover.

Core mandate: Build and convert a high-quality growth pipeline while maintaining discipline on strategic fit, demand, economics, mobilisation capacity, and cash.

Key Responsibilities

Opportunity Development and Pipeline

  • Build and maintain a qualified commercial pipeline across NHS market entry, community elective services, neurodiversity care, Trust outsourcing, waiting-list work, private healthcare, corporate services, and strategic partnerships.
  • Use market intelligence, commissioner priorities, procurement pipelines, referral data, and WLC's clinical and operational capabilities to identify attractive opportunities early.
  • Apply clear opportunity gates covering strategic fit, demand, economics, mobilisation capacity, management load, and probability of conversion.
  • Maintain accurate CRM and pipeline records, including opportunity value, probability, next action, decision date, mobilisation lead time, and expected first revenue.

Proposition and Business-Case Development

  • Lead the development of compelling propositions, expressions of interest, business cases, presentations, tenders, and commercial proposals.
  • Work with Clinical, Finance, Operations, PMO, People, and Marketing colleagues to translate opportunities into defined pathways, billable units, workforce and site requirements, mobilisation plans, and financial cases.
  • Ensure that proposals properly reflect price, gross margin, mobilisation cost, working capital, contractual risk, operational constraints, and realistic ramp-up assumptions.
  • Develop repeatable content, evidence, and commercial playbooks that improve the quality and speed of future pursuits.

NHS and Institutional Growth

  • Progress new NHS market-entry and Direct Award B opportunities, coordinating the required commercial, clinical, and operational evidence.
  • Develop propositions for NHS trusts, ICBs, and other institutional partners, including outsourcing, waiting-list, elective-recovery, and partnership models.
  • Qualify and coordinate selective tender submissions, drawing on flexible bid, legal, and specialist support where appropriate.
  • Build stakeholder maps and pursuit plans for priority markets, ensuring that senior WLC engagement is focused where it can materially affect outcomes.

Private, Corporate, and Partnership Development

  • Support the commercial development of WLC's private GP and specialist-service proposition, including packaging, pricing, membership, and new-site opportunities.
  • Develop relationships and propositions with PMI, corporate healthcare, clinical, technology, supply-chain, and delivery partners.
  • Assess partnership, joint venture, and acquisition opportunities against WLC's strategy, supporting commercial due diligence and integration planning where required.
  • Ensure that partnership arrangements have clear value, responsibilities, economics, governance, and routes to implementation.

Negotiation, Conversion, and Mobilisation Handover

  • Support or lead commercial negotiations within agreed authority, working with the Chief Commercial Officer, Chief Financial Officer, and legal advisers on material terms and risk.
  • Progress opportunities through internal approval, contracting, and award, maintaining momentum and clear ownership of actions.
  • Provide a disciplined handover into the PMO and relevant service teams, including agreed scope, assumptions, economics, risks, milestones, and first-revenue date.
  • Remain engaged through mobilisation and early delivery where necessary to ensure that commitments are understood and commercial value is realised.

Commercial Governance and Reporting

  • Provide concise, evidence-based pipeline and opportunity reporting to the Chief Commercial Officer and Executive Team.
  • Track forecast accuracy, conversion, expected gross profit, mobilisation readiness, and time to first revenue.
  • Contribute to annual and multi-year growth planning, channel strategies, and the continuing development of WLC's commercial operating model.

Measures of Success

  • WLC’s overall revenue growth is meeting or exceeding the agreed trajectory.
  • A qualified, current, and appropriately weighted pipeline exists across WLC's priority growth channels.
  • Priority opportunities have clear pursuit plans, owners, economics, decision gates, mobilisation requirements, and first-revenue dates.
  • New contracts and partnerships are converted at an appropriate rate and deliver agreed gross profit, cash, and strategic value.
  • Bids, propositions, and business cases are consistently high quality, evidence-based, and operationally deliverable.
  • Commercial forecasts become increasingly accurate, and low-probability or uneconomic opportunities are stopped early.
  • Signed opportunities are handed into mobilisation with clear assumptions, responsibilities, and minimal avoidable rework.
