About The Role
Our Balfour Beatty Highways business has a fantastic opportunity for a Commercial Manager to join our team on the Highways A66 NTP Scheme, this role will be based at Penrith, Cumbria
Balfour Beatty Highways maintain, manage, and operate major highway networks across the UK and support local authorities creating communities where people want to live work and play.
We provide high quality asset strategy, management, and planning consultancy services to a wide range of public and private sector customers. We provide specialist, reliable, sustainable, and creative advice for asset management planning and implementation in the UK. We put our customers first and prioritise completing schemes safely, efficiently and to a high standard.
What you'll be doing
Responsible for the financial management of standard projects from inception, tendering to, negotiating and agreeing contracts, and commercially delivering Projects. An integral part of the project delivery team where they hold key responsibilities associated with leading the commercial and financial success of each project. Role is broad and includes anything from risk management to procurement, contract management, financial reporting and managing the supply chain.
Typically, they will have a track record of managing and developing a commercial team and be themselves a Chartered Member of the RICS, ICES or CIOB, and a mentor/role model to other commercial staff on their journey to becoming professionally qualified. They will maintain their Continuing Professional Development (CPD).
Governance
Has a good knowledge of and adheres to the Company’s governance requirements and maximises LEAN/digital opportunities.
Commercial Management
- An ability to see bigger picture.
- Understands how economic factors affects the construction industry.
- Awareness of disputes resolution including options, structure, techniques, experts etc
- Application of legislation and ability to liaise with legal experts
- Preparation of Estimates & Tender submissions including the interpretation of specifications & preambles
- Representation of the financial and contractual interests to the client in progress meetings or the like. Willing to take initiative to respond to customer requirements
- Manages commercial aspects with Suppliers, Customers and stakeholders to ensure task/project remains on plan
- Co-ordination of buying, accounts, production control/planning, supply chain management & procurement techniques, estimating & surveying functions
- Management and reporting of Commercial Risk and Opportunity
- Management of disallowed cost

Commercial Administration
- Provides commercial input to Buildability and Value Engineering reviews.
- Manages the feedback of commercial data to Planning and Estimating.
- Maximises digital opportunities.
- To support the review tenders & cost data.
- To manage the preparation of Target Cost for a Project.
- To co-ordinate the commercial team to ensure programme issues are identified and actioned.
- To manage the preparation and review of Earned Value Management.
- Manage the preparation of the monthly Cost and Value Reconciliation (CVR) and associated commercial reports.
- To be able to report and explain the commercial aspects of a Project.
- To manage the feedback of commercial data to Planning, Estimating, Marketing and Sales.
Procurement
- Establish client supply chain requirements & advise on alternative forms of contract & procurement arrangements.
- Formulation and management of plans for resource procurement.
Who we're looking for
Essentials - The following qualifications or their equivalent are essential:
- BSc or MSc in Quantity Surveying or equivalent
- Membership of RICS, ICES or CIOB (or working towards)
- CSCS Card (Professional Qualified Person)
- Main Contractor / Principal Contractor experience
- Highways Experience (Preferred But Not Essential)
