Commercial Manager - Public Sector Organisation
We're looking for a Commercial Manager for a public sector organisation, based remotely, on an initial 5-month contract, paying up to £400 per day (Inside IR35, Umbrella).
This is a fully remote role.
About the Role
The successful Commercial Manager will join a surge team progressing a high volume of complex, business-critical procurement and sourcing activity. You'll accelerate procurement timelines, develop strategies, approvals and tender documentation, and run evaluations through to contract award. You'll also engage Requirement Owners to shape and refine requirements across the whole life of each contract.
Key Responsibilities
- Delivering complex commercial solutions in procurement or contract management
- Applying public sector procurement legislation, including the Public Contracts Regulations 2015 and the Procurement Act 2023
- Leading end-to-end procurements and tender exercises, including drafting documentation, coordinating evaluations and preparing award recommendations
- Using public sector frameworks (GCA/CCS, NHS SBS, NHS Supply Chain) and delivering above-threshold procurements up to around £10 million
- Managing 15 to 20 concurrent projects to fixed deadlines with minimal supervision
- Strong stakeholder engagement across business, finance, legal, commercial and technical teams

Required Experience
- Practical exposure to at least one of these category areas:
- Laboratory equipment, scientific instrumentation, reagents, consumables or associated services
- Research, analysis, consultancy and professional services
- Digital, data and technology (DDaT) requirements
- Working knowledge of Atamis (Health Family eCommercial System) is essential, including creating sourcing projects, managing contracts and publishing procurement notices independently

Beneficial Experience
- Experience within central government, arm's-length bodies, NHS or the health and life sciences sectors would be beneficial
- You'll need to hold or be eligible to obtain BPSS clearance. Existing SC clearance is highly desirable.
