The Opportunity

A leading international construction and cost consultancy is seeking a number of experienced Senior Chartered Quantity Surveyors to join established project teams in Doha and Kigali, supporting the delivery of major high-value infrastructure and built-environment programmes.

These are multiple appointments across significant capital projects comprising complex building, infrastructure, civil engineering, and specialist construction packages.

Candidates should ideally be Chartered Members of the Royal Institution of Chartered Surveyors (MRICS) and have a minimum of 10 years' post-qualification experience (PQE).

The positions form part of multidisciplinary consultancy teams providing cost, commercial, and contract management services on behalf of major public-sector, government-backed, and institutional clients.

Successful candidates will take responsibility for the post-contract quantity surveying and commercial management of substantial construction packages, working closely with clients, consultants, project management teams, and Tier 1 contractors.

These are senior, hands-on QS positions requiring strong technical commercial capability across valuations, variations, change management, claims, cost reporting, forecasting, and final accounts.

The Programmes

The successful candidates will join major high-value capital programmes in Doha or Kigali, working across substantial infrastructure, building, and specialist construction packages.

Depending upon the specific project and location, packages may incorporate:

  • Major buildings and operational facilities
  • Commercial, institutional, and public buildings
  • Roads and civil infrastructure
  • Utilities and associated infrastructure
  • Specialist MEP and building-services systems
  • Transport-related infrastructure
  • ICT, security, and operational technology
  • Utility diversions and enabling works
  • Refurbishment, expansion, and new-build construction
  • Complex construction within live or operational environments

The programmes involve multiple contractors, consultants, and specialist suppliers delivering packages simultaneously, creating sophisticated commercial, contractual, and stakeholder environments.

The Roles

Reporting to senior commercial leadership, you will provide comprehensive post-contract quantity surveying and commercial management across one or more substantial construction packages.

Key responsibilities will include:

  • Managing post-contract commercial and cost activities across major works packages.
  • Reviewing and certifying interim valuations and contractor applications for payment.
  • Assessing quantities, rates, progress, and supporting commercial documentation.
  • Managing the commercial assessment and negotiation of variations and change orders.
  • Reviewing contractor quotations, build-ups, preliminaries, and time-related costs.
  • Preparing and maintaining cost reports, forecasts, cash flows, and cost-to-complete assessments.
  • Monitoring committed, forecast, and actual expenditure against approved budgets.
  • Reviewing contractor claims for additional cost and/or time and assessing contractual entitlement.
  • Providing commercial and contractual advice to client and project teams.
  • Maintaining variation, change, and commercial risk registers.
  • Supporting negotiations and resolution of commercial and contractual issues.
  • Managing package commercial close-out and negotiating final accounts.
  • Ensuring complete, accurate, and auditable commercial records throughout delivery.

  • Degree qualified in Quantity Surveying or a closely related discipline.
  • Preferred not essential - Chartered Quantity Surveyor – MRICS, PrQS, or SACQSP is mandatory.
  • Substantial post-contract Quantity Surveying experience on major building and/or infrastructure projects.
  • Strong technical knowledge of measurement, valuation, variations, change management, claims, and final accounts.
  • Proven experience managing substantial individual construction packages.
  • Strong cost reporting, forecasting, and commercial management capability.
  • Experience administering major construction contracts.
  • Good working knowledge of FIDIC and/or comparable international forms of contract.
  • Ability to independently assess and negotiate contractor variations and commercial submissions.
  • Strong client-facing skills and confidence dealing with senior stakeholders, consultants, and Tier 1 contractors.
  • Experience gained with a recognised cost consultancy, project management consultancy, or major international construction organisation.

Preferred Experience

  • Previous experience working on major international infrastructure or building programmes is highly desirable.
  • Experience in the Middle East, Africa, GCC, or other major international construction markets would be beneficial but is not essential where candidates possess sufficiently strong major-project experience.
  • Experience working within multidisciplinary consultancy teams and representing major government, institutional, or developer clients would also be advantageous.

Doha, Qatar

Kigali, Rwanda

  • Multiple positions supporting significant high-value infrastructure and building projects.

Candidates should be open to long-term international project-based assignments and comfortable operating in complex, multidisciplinary project environments.
