Commercial Manager
Up to £50,000 depending on experience | Permanent, Full-Time | Hybrid - Lancashire
Our client is looking for an experienced Commercial Manager to take ownership of its internal sales and bid function, playing a key role in driving revenue growth, increasing tender success and developing long-term client relationships across the UK and Ireland.
This is a varied commercial role combining inside sales, proposal development and bid management, working closely with business development, operations, finance and senior leadership.
The Role
You will be responsible for:
- Generating, qualifying and progressing new sales opportunities through outbound activity and inbound enquiries.
- Managing the internal sales and proposal process, producing professional quotations and proposals.
- Developing and maintaining an accurate sales pipeline, providing regular commercial reporting and forecasts.
- Supporting the business development team with pricing, quotations, appointments and supporting information.
- Identifying opportunities to grow existing accounts through renewals, cross-selling and proactive relationship management.
- Monitoring public sector procurement portals, frameworks and DPS opportunities across the UK and Ireland.
- Managing the end-to-end tender process, from bid/no-bid decisions and planning through to writing, submission and post-tender clarifications.
- Coordinating bid contributors across operations, finance, health & safety and other areas of the business.
- Writing and quality-checking compelling method statements, quality responses and social value submissions.
- Maintaining the tender library and coordinating framework, PQQ and SQ submissions.
- Monitoring tender performance, win rates and pipeline value and identifying opportunities for improvement.
- Supporting market research, competitor analysis, sales campaigns and wider commercial growth strategies.

About You
We're looking for someone with:
- Proven experience in bid writing and/or commercial sales, ideally within the public sector.
- Excellent written and verbal communication skills.
- A strong understanding of UK public sector procurement, including the Procurement Act 2023, frameworks and procurement portals.
- Experience of service contract and/or capital sales.
- Strong commercial awareness, including pricing, margins and cost build-up.
- Excellent organisation and project management skills, with the ability to manage multiple deadlines.
- The ability to influence and coordinate colleagues across a business without direct line-management responsibility.
- Strong IT skills, including Microsoft Office 365, CRM and e-procurement systems.
- A proactive, self-motivated and commercially focused approach.
- Knowledge of Irish public procurement/eTenders and a bid-writing or procurement qualification such as APMP or CIPS would be advantageous.
- A full UK driving licence is required. Candidates must be based within commutable distance of the North West for regular office attendance and occasional travel.
