Job Title: Commercial Manager - Hard FM (O&M)
Location: HM Naval Base, Portsmouth (HMNBP)

Hours of Work: 37 Per week
Contract Type: Permanent
Salary: £52,000 - £62,000
An exciting opportunity has arisen for a Hard FM (Operations & Maintenance) Commercial Manager to join the KBS Maritime Commercial Team, supporting the delivery of infrastructure maintenance, facilities management and asset management services across HM Naval Base Portsmouth.
Working closely with Service Delivery, Technical Services, Supply Chain and Finance teams, you will provide commercial leadership and governance across a diverse portfolio of Hard FM activities, including Planned Preventative Maintenance (PPM), Reactive Maintenance, statutory compliance programmes, lifecycle replacement activities and maintenance-related change.
You will play a key role in ensuring maintenance services are delivered in line with contractual requirements, robust commercial controls and value-for-money principles, whilst supporting the successful delivery of services within one of the UK's most unique defence environments.
What you will be doing:
You will support the commercial management of maintenance and facilities contracts across HM Naval Base Portsmouth, ensuring all activity is delivered in accordance with contractual obligations, company governance and client requirements.
Key responsibilities will include:
- Supporting the commercial management of Planned Preventative Maintenance (PPM), Reactive Maintenance, statutory compliance activities and lifecycle replacement programmes.
- Managing commercial aspects of maintenance contracts across both pre-contract and post-contract stages, including tender support, contract administration and contract close-out.
- Reviewing quotations, rates, variations and contractor applications to ensure commercial compliance and value for money.
- Supporting annual budget development, cost forecasting, lifecycle planning and commercial reporting activities.
- Leading commercial administration associated with contract change, compensation events, maintenance variations and additional works.
- Managing commercial relationships with contractors, supply chain partners and Ministry of Defence stakeholders.
- Identifying commercial risks and opportunities, supporting cost recovery and driving continuous improvement in commercial governance and maintenance delivery.
- Supporting audit, assurance and compliance activities associated with Hard FM service provision.

What you will bring:
We are looking for a commercially aware professional with experience working within Facilities Management, Infrastructure Maintenance, Defence Estates, Property Services, Asset Management or Engineering environments.
- Experience in Commercial Management, Quantity Surveying, Contract Management or Supply Chain Management.
- Experience managing service, maintenance or facilities management contracts.
- Knowledge of cost control, contract administration, change management and commercial reporting processes.
- Experience working with subcontractors and supply chain partners within an operational delivery environment.
- Experience supporting Planned Preventative Maintenance (PPM), Reactive Maintenance or statutory compliance programmes would be advantageous.
- Knowledge of SFG20 maintenance principles would be advantageous.
- Professional qualifications or membership with RICS, CIPS, CICES or World Commerce & Contracting would be beneficial but are not essential.

- Commercially astute, with the ability to balance risk, compliance, value for money and operational delivery requirements.
- Comfortable working within a maintenance and facilities management environment where priorities can change quickly in response to operational demands.
- Confident engaging with operational teams, technical specialists, contractors and client representatives.
- Highly organised and detail-oriented, with strong commercial governance and contract administration skills.
- Proactive and resilient, with a continuous improvement mindset and a desire to drive efficiencies and performance improvements.
- Able to build productive relationships across client, operational and supply chain interfaces.
