Commercial Manager

About the Role

The Commercial Manager is responsible for assuring the cost and contract management of healthcare construction projects, following contract award through to final account and close-out. The role encompasses central programme responsibilities, working closely with the delivery of large-scale hospital schemes.

Key focus areas include:

  • Ensuring cost control
  • Managing risk and compliance
  • Delivering value for money
  • Overseeing contract management

Key Responsibilities

Commercial Performance Monitoring

  • Maintain and analyse forecast vs. baseline for:
    • Cost
    • Incentivisation provisions
    • Defined cost vs. target
    • Payment and commercial KPIs
  • Utilise dashboards and trend analysis
  • Conduct routine site visits
  • Complete health checks/reviews to escalate emerging commercial risks with clear recovery actions and owners

Commercial Assurance of Change Control

  • Ensure change procedures are understood and followed, including:
    • Scope definition
    • Pricing methods
    • Defined cost build-up
    • Risk allowances
    • Approvals and audit trails
  • Assess changes requiring approval and review
  • Confirm compliance and value for money before commitment
  • Conduct trend analysis using scheme data across the Programme

Commercial Close-out & Final Account

  • Plan and implement close-out and rolling final account settlement

Risk Management (Threat & Opportunity)

  • Support the maintenance of live threats and opportunities
  • Review quantified impact
  • Report net effect to scheme forecasts

NEC4 ECC Endorsement & Validation

  • Assure NEC4 ECC KPI’s and incentive mechanisms
    • KPI definitions, measurement, and evidence alignment
  • Validate monthly submissions
  • Challenge unsupported claims
  • Confirm governance before pain/gain or incentive payments

Project Data Provisions

  • Provide clean, timely datasets (cost, change, risk, carbon, life cycle) to the Data team for accurate benchmarks and analytics

Stakeholder Management

  • Trusts, Tier 1, suppliers, contractors
  • Build and maintain collaborative relationships
  • Resolve commercial issues through structured engagement
  • Ensure contract and alliance framework conditions are met
  • Conduct Trust and contractor engagement to confirm:
    • Familiarity with framework conditions and processes
  • Undertake periodic compliance checks against:
    • Contract conditions
    • Alliance protocols (governance, reporting, behaviours)
  • Record non-conformances, corrective actions, and due dates

Defined Cost Assurance

  • Implement robust approaches to defined cost assurance

Requirements

Essential Qualifications & Experience

  • Proven experience in commercial management within construction or major programmes/projects
  • Strong knowledge of construction contracts (preference for NEC and/or JCT)
  • Expertise in:
    • Cost control
    • Reporting
    • Collaboration

Desirable Qualifications & Experience

  • Experience with public-sector healthcare clients
  • Understanding of live healthcare environments
  • Knowledge of healthcare technical standards and compliance frameworks

Education & Professional Affiliation

  • Relevant degree in:
    • Quantity Surveying
    • Commercial Management
    • Construction Management
  • Professional membership (or pursuing) in:
    • RICS
    • CIOB
    • Equivalent sector bodies
