Commercial Manager – Construction (Healthcare)

Role Overview
The Commercial Manager ensures cost and contract management compliance for healthcare construction projects, from contract award through to final account and close-out. The role includes:
- Overseeing central programme responsibilities linked to large-scale hospital schemes
- Assuring cost control, risk management, compliance, and value-for-money delivery
Key Responsibilities
Commercial Performance Monitoring
- Monitor cost vs. baseline, incentive provisions, and commercial KPIs using dashboards/analysis
- Conduct routine site visits, health checks, and risk escalations with defined recovery actions
- Flag emerging commercial risks to stakeholders with clear accountability
Commercial Assurance of Change Control
- Ensure proper understanding and implementation of change procedures (scope, pricing, risk allowances, approvals, auditing)
- Assess changes requiring approval and confirm compliance and value-for-money
- Perform scheme-wide trend analysis using programme data

Close-Out and Final Account Settlement
- Plan and oversee final account, close-out, and rolling settlements
- Manage live risk tracking (threats & opportunities), reporting their quantified impact
NEC4 ECC Compliance & Incentives
- Validate NEC4 incentives, KPIs, and monthly submissions
- Challenge unsupported claims and confirm governance before triggering pain/gain or incentives
Data Provision
- Deliver clean, timely datasets (costs, changes, risk, carbon, lifecycle assessments) for benchmarking and analytics
Stakeholder Engagement
- Build collaborative relationships with contractors, suppliers, trusts, and tier-1 stakeholders
- Resolve commercial issues via structured engagement
- Ensure adherence to contract and alliance framework conditions
- Conduct periodic compliance checks (governance, reporting, behavioural culture)
- Log non-conformance issues with corrective actions and deadlines
Defined Cost Assurance
- Implement robust assurance processes for project cost management
Qualifications & Experience
Essential Criteria
✅ Proven experience in construction/major programme commercial management ✅ In-depth knowledge of construction contracts, preferably NEC4 or JCT ✅ Strong cost control, reporting, and collaborative skills
Desirable Qualifications
🔹 Experience with public-sector healthcare clients 🔹 Understanding of healthcare operational environments 🔹 Knowledge of healthcare technical standards and compliance frameworks

Qualifications
- Degree in Quantity Surveying, Commercial Management, Construction Management, or related field
- Professional membership (or eligibility) in RICS, CIOB, or equivalent
