Commercial Manager – Healthcare Construction (Turner & Townsend)

The Role

The Commercial Manager is pivotal in ensuring cost and contract management excellence for healthcare construction projects, spanning from contract award through to final account and project closeout.

As a key central programme leader, you will oversee large-scale hospital schemes, responsible for cost control, risk management, compliance, and achieving value for money.


Key Responsibilities

1. Commercial Performance Monitoring

  • Maintain rigorous cost forecasting aligned with baselines, incentivisation provisions, and KPIs (e.g., payment schedules, defined cost vs. target comparisons).
  • Use dashboards and trend analysis to track commercial performance.
  • Conduct routine site visits and health checks/reviews to identify and escalate emerging commercial risks with clear recovery actions and assigned owners.

2. Change Control Assurance

  • Verify adherence to change procedures, including scope definition, pricing methodologies, defined cost structures, risk allowances, approval protocols, and audit trails.
  • Assess and approve changes to confirm compliance and value for money before commitment.

3. Data-Driven Decision Making

  • Undertake scheme-wide trend analysis incorporating data from across the programme.
  • Ensure delivery of clean, timely datasets (cost, change, risk, carbon, lifecycle analytics) to the Data team for accurate benchmarking and analytics.

4. Contractual and Legal Compliance

  • NEC4 ECC Governance: Endorse KPI definitions, measurements, and evidence aligned to NEC4 ECC and incentive mechanisms.
  • Validate monthly NEC4 ECC submissions, challenge unsupported claims, and confirm governance before activating pain/gain or incentive payments.

5. Commercial Closeout and Final Account Settlement

  • Plan and execute close-out and rolling final account processes, ensuring accurate and timely settlements.

6. Risk and Stakeholder Management

  • Oversee risk management (threats & opportunities) with quantified impact reviews, reporting net effects to project forecasts.

  • Stakeholder Engagement:

    • Build collaborative relationships with contractors, suppliers, and client trusts.
    • Address commercial issues through structured engagements.
    • Ensure adherence to contract and alliance framework conditions.
    • Conduct periodic compliance checks (governance, reporting, behaviours).
    • Record non-conformances with corrective actions and timelines.

7. Defined Cost Assurance

  • Implement robust cost management frameworks tailored to project requirements.

Essential Qualifications & Skills

  • Proven 5+ years in commercial management for construction projects (e.g., schools, hospitals, infrastructure).
  • In-depth knowledge of construction contracts, with preference for NEC4 ECC/JCT.
  • Exceptional cost control, reporting, and collaboration skills.
  • Familiarity with project and Programme management methodologies.

Desirable Qualifications & Experience

  • Preference for experience with public-sector healthcare clients and operating within live hospital environments.
  • Understand critical healthcare construction standards and compliance frameworks.

Formal Qualifications

  • Degree in Quantity Surveying, Commercial Management, Construction Management, or a related discipline.
  • Professional membership or active work towards bodies such as RICS, CIOB, or equivalent.
