About the Role
The Commercial Manager is responsible for assuring the cost and contract management of healthcare construction projects following contract award through to final account and close out. The role encompasses central programme responsibilities, working closely with the delivery of large-scale hospital schemes.
The role ensures:
- Cost control
- Risk management
- Compliance with wider programme requirements
- Delivery of value for money
Key Responsibilities
1. Monitor Commercial Performance
- Maintain forecast vs. baseline for:
- Cost
- Incentivisation provisions
- Defined cost vs. target
- Payments and commercial KPIs (using dashboards and trend analysis)
- Conduct routine site visits, perform health checks/reviews to escalate emerging commercial risks with clear recovery actions and assigned owners.
2. Commercial Assurance of Change Control
- Verify that change procedures are understood and followed, including:
- Scope definition
- Pricing methods
- Defined cost build-up
- Risk allowances
- Approvals and audit trails
- Assess change requests requiring approval and review to confirm:
- Compliance
- Value for money before commitment

3. Trend Analysis
- Perform trend analysis incorporating scheme data from across the Programme.
4. Commercial Close-Out & Final Account
- Plan and implement close-out and rolling final account settlement.
5. Risk (Threat & Opportunity) Management
- Support the maintenance of live threats/opportunities
- Review quantified impact and report net effect on scheme forecasts.
6. NEC4 ECC (KPI’s / Incentives) Endorsement & Validation
- Ensure KPI definitions, measurements, and evidence aligned to NEC4 ECC and incentive mechanisms.
- Validate monthly submissions, challenge unsupported claims, and confirm governance before:
- Triggering pain/gain or incentive payments.
7. Provision of Project Data to Data Team
- Deliver clean, timely datasets for:
- Cost
- Change
- Risk
- Carbon
- Life-cycle analyses
- Ensure benchmarks and analytics are accurate and comparable.
8. Stakeholder Management
- Build and maintain collaborative relationships with:
- Contractors
- Suppliers
- Trusts
- Tier 1 Entities
- Use structured engagement to resolve commercial issues.
- Ensure satisfaction of contract and alliance framework conditions.
- Conduct periodic compliance checks against contract conditions and alliance protocols, including:
- Governance
- Reporting
- Behaviours
- Record non-conformances with:
- Corrective actions
- Due dates
9. Defined Cost Assurance
- Implement robust approaches to defined cost assurance.

Requirements
Essential:
- Proven experience in commercial management within:
- Construction
- Major programmes and projects
- Strong knowledge of:
- Construction contracts (NEC4 and/or JCT preferred)
- Excellent skills in:
- Cost control
- Reporting
- Collaboration
Desirable:
- Experience with public-sector healthcare clients
- Understanding of working in live healthcare environments
- Knowledge of healthcare technical standards and compliance frameworks
Qualifications:
- Degree in:
- Quantity Surveying
- Commercial Management
- Construction Management
- or related field
- Professional membership (or working towards) of:
- RICS
- CIOB
- or equivalent
