Commercial Manager – Healthcare Construction Projects

About the Role
The Commercial Manager is responsible for assuring the cost and contract management of healthcare construction projects following contract award through final account and close-out. The role involves central programme responsibilities, working closely with the delivery of large-scale hospital schemes. Key tasks include: • Ensuring cost control and risk management • Compliance with wider programme requirements • Delivering value for money
Key Responsibilities
Commercial Performance Monitoring
• Maintain forecast vs. baseline for:
- Cost
- Incentivisation provisions
- Defined cost vs. targets
- Payment and commercial KPIs
- Dashboards and trend analysis • Conduct routine site visits, health checks, and commercial reviews to escalate emerging risks with clear recovery actions and owners • Monitor commercial data for trends across the programme
Commercial Assurance of Change Control
• Verify change procedures, including:
- Scope definition
- Pricing methods
- Defined cost build-up
- Risk allowances
- Approval processes
- Audit trails • Assess changes requiring approval, reviewing compliance and value for money before final commitment

Final Account & Commercial Close-Out
• Plan and implement final account settlement and rolling close-out
Risk Management (Threats & Opportunities)
• Support live risk registers, reviewing quantified impacts and reporting net effects to the scheme forecast
NEC4 ECC (KPIs / Incentives)
• Ensure KPI definitions, measurement, and evidence align with NEC4 ECC and incentive mechanisms • Validate monthly submissions, challenge unsupported claims, and confirm governance before triggering pain/gain incentives
Data Provision
• Deliver clean, timely datasets (cost, change, risk, carbon, lifecycle) to the Data team for accurate benchmarking and analytics
Stakeholder Management
• Build collaborative relationships with:
- Contractors
- Suppliers
- Trusts / Tier 1 clients • Resolve commercial issues via structured engagement • Ensure satisfaction of contract and alliance framework conditions • Conduct Trust and Contractor engagement to confirm familiarity with framework protocols • Perform periodic compliance checks against contract conditions and behavioural standards • Record non-conformances with corrective actions and deadlines
Defined Cost Assurance
• Implement robust defined cost assurance approaches

Essential
• Proven experience in construction commercial management (major programmes/projects) • Strong knowledge of contracts (NEC and/or JCT preferred) • Excellent cost control, reporting, and collaboration skills
Desirable
• Experience with public-sector healthcare clients • Understanding of live healthcare environments • Knowledge of healthcare technical standards and compliance frameworks
Education & Certification
• Degree in:
- Quantity Surveying
- Commercial Management
- Construction Management
- Related field • Professional membership (or pursuing) in:
- RICS
- CIOB
- Equivalent body
