About The Role
Vacancy Details
- Duration: Permanent
- Location: This role is based in York Holgate Depot or Leeds Holbeck Depot. This role is a full-time opportunity, flexible working patterns will be considered.
- Band & Salary: Band 4C - £43,588 - £53,167 depending on skills and experience.

About The Team
Engineering Services is a function within Route Services. We sit as a central team to provide national skills and activities which enable regions and industry partners to deliver the railway for our customers.
As a large central functional team which focus on engineering delivery, we have many roles, ranging from pure engineering to project management. We design and influence every part of the railway, including structures, track, traction power, level crossings, signalling and accessibility schemes which are essential to keep our stations moving.
Your Experience And Skills Section
As a Commercial Manager, you will provide commercial support across a portfolio of projects, ensuring robust cost management, governance compliance, and commercial control throughout the project lifecycle. Working closely with Project Managers, Programme Managers, and contractors, you will be responsible for monitoring project costs, forecasting spend, managing payments, and ensuring contractual obligations are met.
You will play a key role in identifying and managing commercial risks, advising on contract changes and claims, and supporting procurement and negotiation activities. Through accurate reporting, commercial analysis, and stakeholder engagement, you will help drive informed decision-making and deliver value for money across projects. The role also involves supporting continuous improvement initiatives, project close-out activities, and the development of accurate estimating and cost management practices.
Essential Criteria
- Demonstrable experience in commercially managing investment projects
- Good understanding of railway and construction industry forms of contract
- Good understanding of the construction/railway industry
- Good negotiation skills

Desirable Criteria
- Educated to degree standard in related subject
- Membership of a relevant professional institute, chartered status
- Significant experience of working within a generalist commercial environment
- Awareness of industry issues

Drugs And Alcohol Standard
For some of our roles all prospective external candidates offered a conditional role will be required to undergo and pass a drugs and alcohol test. Your application will be rescinded if you record a positive test. All positive drugs and alcohol test results for prospective candidates will be securely held on Sentinel database and a 5 year suspension from applying for a safety critical role, a role which requires PTS certification or a Key Safety role on Network Rail Managed Infrastructure will be enforced.
