Commercial Manager KierSizewell C
Kier has been appointed as a delivery partner on the Sizewell C Major Civils Framework, supporting one of the UK’s most strategically important low-carbon energy programmes in Suffolk. The framework includes major civils, roads, ancillary works and complex infrastructure packages, with early works including North Plaza and potential future task orders across the Sizewell C programme. The Sizewell C framework requires disciplined commercial leadership, robust contract administration, strong cost control and a collaborative approach to change, procurement, forecasting and commercial assurance across Kier, Sizewell C and the supply chain.
The Commercial Manager will lead the commercial function for Kier’s Sizewell C framework projects activities, providing visible leadership, contract expertise and commercial governance across project teams, subcontractors and supply chain partners. The role will report day-to-day to the Project Director and functionally to the commercial leadership within Kier’s Nuclear & Energy business.
The role is responsible for coordinating and delivering all commercial management required for the Sizewell C framework projects. This includes NEC contract administration, target cost control, change management, procurement support, subcontract management, commercial reporting, risk and opportunity management, cashflow, applications for payment and final account strategy.
Important note on future progression:
This role provides the opportunity to support a long-term framework environment at Sizewell C, with exposure to nationally significant nuclear infrastructure, major roads and complex civils delivery. The successful candidate will help establish the commercial controls, governance, reporting and contractual arrangements for current and future task orders, supporting Kier’s wider growth across the Sizewell C programme and other major infrastructure opportunities.
Job Responsibilities
- Lead, manage and develop the Sizewell C framework commercial team, ensuring the right level of competent resource is available for current and future task orders.
- Promote the Kier culture of Collaborative, Trusted and Focused while embedding a strong commercial and nuclear safety culture aligned to Sizewell C expectations.
- Develop strong working relationships with the Project Director, Operations Director, Senior Project Managers, Construction Manager, planning, engineering, HSW, environment, quality and procurement teams.
- Administer NEC contract requirements, ensuring notices, early warnings, compensation events, communications and contractual records are managed accurately and on time.
- Establish and maintain robust commercial controls, including cost capture, value recognition, forecasting, CVR reporting, cashflow management and commercial governance.
- Lead the preparation, submission and agreement of applications for payment, ensuring accurate measurement, substantiation and reconciliation against target cost and contract requirements.
- Manage subcontract procurement and subsequent financial administration, ensuring appropriate contract strategy, risk allocation, payment assessment and change control.
- Work with delivery, planning and engineering teams to identify, substantiate and manage change, including programme impacts, cost implications, entitlement and commercial recovery.
- Provide clear commercial performance reporting, metrics and KPIs to project leadership, framework governance forums and Kier business unit leadership.
- Maximise value, protect Kier’s commercial position and minimise commercial risk while maintaining collaborative relationships with Sizewell C and supply chain partners.
- Support risk and opportunity management, ensuring commercial risks are identified, quantified, mitigated and reviewed throughout the project life cycle.
- Ensure compliance with Kier’s Integrated Management System, delegated authorities, governance requirements and project-specific commercial procedures.
- Mentor and support junior commercial team members, building capability and succession within the Sizewell C framework team.
- Support mobilisation planning for future Sizewell C task orders, ensuring commercial arrangements are built into procurement, contract strategy, resource planning and project controls.

Mandatory and recommended training and development
- Degree, HNC/HND or equivalent qualification in Quantity Surveying, Commercial Management, Construction, Civil Engineering or a related discipline.
- Chartered or working towards membership of RICS, CICES or an equivalent professional body would be advantageous.
- Demonstrable commercial management experience in complex civil engineering, major infrastructure, highways, energy or regulated project environments.
- Strong working knowledge of NEC contracts, ideally NEC3 or NEC4 Option C target cost arrangements, compensation events, early warnings, payment mechanisms and subcontract administration.
- Strong financial and commercial acumen, including cost reporting, forecasting, CVR processes, cashflow, value recognition and final account management.
- Experience of nuclear, energy, highways, earthworks, structures, drainage or major civils environments would be advantageous.
- Strong written and verbal communicator, able to engage confidently with project teams, client representatives, supply chain partners and senior leadership.
- Excellent IT and reporting capability, including Microsoft Office and relevant commercial, cost management or contract administration systems.
