The Role

Herefordshire Council is seeking an enthusiastic and motivated Commercial Officer to join our Commercial Services Team. Forming part of the Corporate Services Directorate, the Commercial Services Team is a dynamic, multi-skilled team which provides procurement and contract management support across the Council. Whilst this role sits within the Corporate Services portfolio, workloads are managed flexibly across the team and the successful candidate will have the opportunity to support a wide range of services and projects, working with colleagues from across the organisation to deliver procurement and commercial outcomes.

What will you be doing?

As a Commercial Officer, you will provide high-quality, responsive and practical procurement advice and guidance across a diverse range of service areas, including construction, transport and corporate functions. You will support service areas to develop effective procurement strategies and tender documentation that help the Council achieve value for money, realise savings and ensure compliance with relevant procurement legislation. Working closely with stakeholders across the Council, you will help ensure procurement activity supports the Council's objectives and delivers positive outcomes for residents and communities.

Commercial Services is currently undertaking a review of its service structure to ensure it is best placed to support the Council's future priorities. As a result, reporting arrangements and areas of responsibility may evolve over time. Any changes will be managed in consultation with the successful candidate and in line with the Council's policies and procedures.

About You

As a Commercial Officer you will be:

  • Educated to degree level or equivalent, or able to demonstrate relevant procurement and commercial experience.
  • Ideally experienced in working within a public sector procurement and supply environment.
  • A confident communicator with excellent relationship-building and stakeholder engagement skills.
  • Able to provide practical procurement advice and guidance across a broad range of service areas.
  • Committed to delivering value for money, supporting compliance and achieving positive outcomes for residents and communities.
  • CIPS Level 5 qualified, or working towards achieving this qualification, is desirable.

  • Salary range of £42,123 - £46,579.
  • Enrolment in the Local Government Pension Scheme (LGPS).
  • Career progression: clear pathways to progress.
  • Annual Leave: 31 days’ annual leave (pro rata) plus bank holidays. You can also purchase an additional 10 days per annum during the request period.
  • Flexible working: including the potential for job-sharing, part-time hours and agile working.
  • Employee Assistance Programme: 24/7 access to support and counselling.
  • Payment of professional membership fees (based on role requirements).
  • Pick your perks – our benefits include access to a range of retail, leisure, holiday and health benefits. This includes savings, cash back and discounts.

I’m in my final year doing Economics and I don’t know whether to apply for grad schemes now or do a masters first. What do you think?

Honest answer — it depends on where you want to end up. A lot of top grad schemes (Big 4, civil service, banking) don’t need a masters. Let’s look at the ones you’d be competitive for now, and we can decide if a masters actually adds anything.

Also worth knowing: most autumn 2026 applications are open now. Timing matters more than you think.

Start with a chat, not a search bar

Grad scheme, placement, apprenticeship? Not sure what you want yet — that's fine. Your agent talks it through with you and turns "I have no idea" into a shortlist.

Why Choose Us?

We're proud and excited to unveil our new recruitment video, a celebration of Herefordshire's people, places, and purpose. Set in the heart of England and filled with pride, compassion and possibility, the video brings to life what it means to work somewhere you truly belong.

At Herefordshire Council, every role matters and every person makes a real difference for our communities. We’re a team where people feel valued, supported and empowered to grow together.

Herefordshire is big hearted, welcoming and friendly. We have strong and independent communities and idyllic countryside, situated in the South West Midlands and bordering Wales. The county sits between Worcestershire and the Malvern Hills to the east, and Bannau Brycheiniog (the Brecon Beacons) in Wales to the west.

Historically Herefordshire has been the gateway to the Marches. We embrace partnership working. We are a member of the Marches Forward Partnership, which is a cross border collaboration between Herefordshire, Monmouthshire, Powys and Shropshire who are collectively working to secure funding to invest in the region.

The council priorities over the next four years are set out in the Council Plan, with four main areas:

People: We will enable residents to realise their potential, to be healthy and to be part of great communities who support each other. We want all children to have the best start in life.

Place: We will protect and enhance our environment and ensure that Herefordshire is a great place to live. We will support the right housing in the right place, we will support access to green spaces and we will do everything we can to recover the health of our rivers.

Growth: We will create the conditions to deliver sustainable growth across the county; attracting inward investment, building business confidence, creating jobs, enabling housing development along with providing the right infrastructure.

Transformation: We will be an efficient council that embraces best practice, delivers innovation through technology and demonstrates value for money.
