A well-known public sector organisation in a prime Central London location is seeking an experienced Commercial Programme Manager to join the organisation on an initial 6-month contract.
This role will be offered at £700-£800 per day Umbrella with a hybrid working arrangement requiring attendance on site three days per week.
This is a high-profile opportunity to lead a portfolio of income generation, revenue optimisation and commercial growth initiatives. The successful candidate will be responsible for identifying, developing and implementing opportunities that generate sustainable new revenue streams, maximise commercial returns and improve long-term financial sustainability.
Working closely with senior leadership and the transformation function, you will play a key role in helping the organisation realise its commercial ambitions through the development of viable income-generating propositions, robust business cases and successful implementation of commercial programmes.
Please note: applicants must be able to demonstrate experience delivering income generation, revenue growth or commercial revenue optimisation programmes. This is a key requirement for the role.
The Ideal Candidate
You will be an accomplished Programme Manager with a proven track record of delivering income generation and revenue growth initiatives, ideally within the public sector, local government, regeneration, cultural, visitor attraction, property, leisure or similarly complex environments.
You will have experience identifying and developing new commercial opportunities, assessing revenue potential, building investment cases and delivering programmes that generate measurable financial returns.
The successful candidate will be able to demonstrate tangible examples of increasing income, introducing new revenue streams, improving commercial performance or maximising the value of existing assets, services or commercial activities.
You will be comfortable operating at both strategic and operational levels, influencing senior stakeholders and translating commercial opportunities into deliverable programmes that achieve measurable outcomes.

Key Responsibilities and Accountabilities
- Lead a portfolio of income generation and revenue optimisation projects designed to improve organisational financial sustainability.
- Identify, evaluate and develop new income streams, commercial opportunities and revenue-generating initiatives.
- Assess the commercial viability and financial return of proposed opportunities and make recommendations for investment.
- Develop and implement strategies to maximise income from existing services, assets, partnerships and commercial activities.
- Establish financial performance measures and revenue targets, monitoring delivery against agreed income objectives.
- Work with stakeholders to develop commercially sustainable operating models that drive long-term revenue growth.
- Lead a portfolio of strategic projects focused on commercial growth, income generation and business improvement.
- Conduct market research and stakeholder engagement activity to inform strategic decision-making.
- Develop robust business cases and investment proposals to secure approval and funding.
- Oversee income-generating initiatives, ensuring performance is monitored and risks are proactively managed.
- Deliver projects through the full lifecycle, ensuring objectives are achieved on time, within budget and to the required quality standards.
- Establish and maintain effective governance, controls and reporting arrangements.
- Manage project budgets, resources and financial performance.
- Develop and monitor benefits realisation plans to ensure intended outcomes are achieved.
- Build productive relationships with internal and external stakeholders, partners and suppliers.
- Manage project risks, issues and interdependencies, implementing mitigation plans where required.
- Prepare reports, recommendations and presentations for senior leadership teams, boards and governance forums.
- Coordinate and support multidisciplinary project teams operating within a matrix environment.
- Ensure effective change management and stakeholder adoption activity is embedded within project delivery.
- Support the ongoing development of project and programme management capability across the organisation.

Skills and Experience
- Extensive programme management experience within large and complex organisations.
- Proven track record of delivering income generation, revenue growth or commercialisation programmes.
- Demonstrable experience identifying, developing and implementing new revenue streams.
- Experience leading revenue optimisation initiatives that have delivered measurable financial benefits.
- Strong commercial acumen with the ability to assess market opportunities, financial viability and return on investment.
- Experience developing business cases, commercial models and investment propositions focused on income generation.
- Experience managing programmes involving advertising, sponsorship, commercial partnerships, property income, licensing, concessions, events, visitor revenue or other income-generating activities would be highly advantageous.
- Strong understanding of benefits realisation, financial modelling and commercial performance measurement.
- Experience operating within local government, the public sector or similarly regulated environments.
- Excellent stakeholder management and influencing skills, including engagement with Executive and Board-level stakeholders.
- Strong analytical and financial appraisal skills.
- Experience delivering complex programmes from concept through to implementation and benefits realisation.
- Knowledge of recognised project management methodologies such as PRINCE2, Agile, APM or PMP.
- Understanding of public procurement processes and commercial governance arrangements would be beneficial.
