A well known public sector organisation in an excellent Central London location is currently recruiting for a Commercial Programme Manager to join the organisation on an initial 6-month contract.
This role will be offered at £700 - £800 per day Umbrella with a hybrid working arrangement requiring attendance on site three days per week.
This is an opportunity to join a high-profile transformation function and take ownership of a varied portfolio of commercial and strategic initiatives aimed at generating new income streams, improving financial sustainability and delivering long-term organisational value.

The Commercial Programme Manager will play a crucial role in turning these ambitions into reality.
Working closely with the Head of Transformation and senior stakeholders across the organisation, you will lead the development and delivery of complex projects from concept through to implementation. You will be responsible for identifying opportunities, developing compelling business cases and ensuring projects are delivered successfully to achieve agreed outcomes and benefits.
This position would suit someone who enjoys operating at both a strategic and delivery level, combining commercial insight, stakeholder engagement and programme leadership to deliver meaningful organisational change.
The Ideal Candidate
You will be an accomplished project or programme professional with experience delivering commercially focused initiatives within large and complex organisations.
- You will have a strong track record of developing investment cases, identifying opportunities for growth or efficiency and managing programmes that deliver measurable financial and operational benefits.
- You will be confident engaging with senior leaders, influencing decision-making and building support across a wide range of stakeholders. A commercial mindset, strong financial awareness and the ability to navigate complex environments will be essential to success in this role.

Key Responsibilities and Accountabilities
- Lead a portfolio of strategic projects focused on commercial growth, income generation and business improvement.
- Identify, assess and develop new commercial opportunities that align with organisational objectives.
- Conduct market research and stakeholder engagement activity to inform strategic decision-making.
- Develop robust business cases and investment proposals to secure approval and funding.
- Oversee income-generating initiatives, ensuring performance is monitored and risks are proactively managed.
- Deliver projects through the full lifecycle, ensuring objectives are achieved on time, within budget and to the required quality standards.
- Establish and maintain effective governance, controls and reporting arrangements.
- Manage project budgets, resources and financial performance.
- Develop and monitor benefits realisation plans to ensure intended outcomes are achieved.
- Build productive relationships with internal and external stakeholders, partners and suppliers.
- Manage project risks, issues and interdependencies, implementing mitigation plans where required.
- Prepare reports, recommendations and presentations for senior leadership teams, boards and governance forums.
- Coordinate and support multidisciplinary project teams operating within a matrix environment.
- Ensure effective change management and stakeholder adoption activity is embedded within project delivery.
- Support the ongoing development of project and programme management capability across the organisation.

Skills and Experience
- Extensive experience delivering complex projects and programmes within large-scale organisations.
- Experience working within local government, the public sector or similarly regulated environments.
- Proven ability to develop business cases and secure investment for strategic initiatives.
- Experience delivering commercial, revenue-generating, cost-saving or efficiency-focused programmes.
- Strong understanding of commercial strategy, business development and financial performance management.
- Experience managing significant project budgets and tracking financial benefits.
- Demonstrable success identifying opportunities and turning concepts into deliverable programmes.
- Experience leading cross-functional teams and working across multiple business areas.
- Strong stakeholder management and influencing skills, including engagement at Executive and Board level.
- Experience establishing project governance frameworks and applying robust risk management practices.
- Excellent analytical, problem-solving and strategic planning capabilities.
- Strong written and verbal communication skills with the ability to present complex information clearly and persuasively.
- Knowledge of recognised project management methodologies such as PRINCE2, Agile, APM or PMP.
- Understanding of public procurement processes and commercial governance arrangements would be beneficial.
