A large and prestigious public sector organisation is currently recruiting for a Commercial Project Manager (Income Generation Programme) to join the organisation for a 6-month initial contract.

Based in Central London, this role will be offered on a hybrid basis with a typical week being 3 days on site. The rate for this role will be £500 - £550 per day umbrella; however, they will consider a higher rate for a top candidate.

This role provides the opportunity to lead one of the organisation's most strategically important programmes, focused on generating sustainable new revenue streams and strengthening long-term financial resilience.

The organisation is seeking an experienced programme or project professional to drive forward a high-profile Income Generation Programme aimed at maximising the commercial potential of its assets, services, venues, expertise, and cultural attractions. This includes opportunities across commercial events, visitor experiences, sponsorship, partnerships, merchandising, and the enhanced use of organisational facilities.

Recent initiatives have focused on developing new public-facing events and attractions that generate additional income while increasing visitor engagement, footfall, and wider economic activity. The programme plays a key role in balancing commercial growth with broader public value, civic responsibilities, and long-term organisational objectives.

Working within the Portfolio Management Office, the successful candidate will take ownership of developing and delivering a sustainable multi-year income generation strategy, ensuring robust governance, planning, business case development, stakeholder engagement, and performance reporting are embedded throughout.

A key objective of the assignment will be the development of a comprehensive programme business case, setting out the long-term investment rationale, anticipated financial and non-financial benefits, delivery approach, resource requirements, and measures of success. The successful candidate will establish a clear benefits realisation framework and demonstrate how income generation opportunities can deliver sustainable value over the coming years.

Reporting to senior programme sponsors and working closely with stakeholders across the organisation, this individual will provide leadership, coordination, and challenge to help transform commercial opportunities into deliverable projects capable of generating measurable financial returns.

This is a highly visible role offering significant exposure to senior leadership and elected members, making it an excellent opportunity for an experienced project professional with strong commercial acumen and a passion for delivering strategic outcomes.

The Ideal Candidate

You will be an experienced Project Manager with a strong track record of developing business cases, delivering complex programmes, and driving organisational change within a large and complex environment.

You will possess excellent stakeholder management skills and be comfortable engaging with senior executives, elected members, programme boards, and delivery teams. You will be able to turn strategic ambitions into practical workstreams, build delivery plans, and ensure governance, reporting, and benefits realisation arrangements are in place from the outset.

Whilst experience within local government or the public sector would be advantageous, applications are also welcomed from candidates with relevant experience delivering commercial growth, income generation, revenue diversification, or business transformation initiatives within other complex organisations.

Key Responsibilities and Accountabilities

  • Lead the development of a sustainable multi-year Income Generation Programme strategy, building on existing initiatives and identifying opportunities for future growth and scale.
  • Develop and maintain programme plans, delivery roadmaps, and implementation strategies to ensure successful execution.
  • Develop a comprehensive programme business case that clearly articulates the strategic rationale, investment requirements, anticipated benefits, delivery roadmap, and measures of success for the Income Generation Programme.
  • Define, quantify, and monitor both financial and non-financial benefits, ensuring robust benefits realisation arrangements are established and embedded across programme delivery.
  • Create and maintain robust business cases that clearly articulate investment requirements, costs, risks, benefits, and expected returns.
  • Identify, scope, and prioritise income generation opportunities across assets, services, venues, events, partnerships, and commercial activities.
  • Establish effective programme governance, controls, reporting mechanisms, and performance dashboards.
  • Ensure risks, issues, dependencies, and assumptions are actively managed and regularly reported.
  • Work with service areas to develop deliverable project plans supported by appropriate operational and financial resources.
  • Secure stakeholder buy-in and support for programme initiatives across multiple business areas.
  • Support engagement and communications activity with senior stakeholders, programme boards, working groups, and elected members.
  • Track programme performance and monitor progress against agreed financial and non-financial objectives.
  • Provide strategic advice and challenge to ensure opportunities are commercially viable and aligned to organisational priorities.
  • Collaborate closely with programme, policy, finance, and operational teams to ensure delivery remains coordinated and effective.
  • Drive a culture of accountability, delivery, and continuous improvement across the programme.
  • As organisational priorities evolve, provide programme and project management support to other strategic initiatives outside of the Income Generation Programme where required.

Skills and Experience

  • Significant experience delivering complex projects or programmes within large and complex organisations.
  • Experience developing strategic business cases, including the identification, quantification, and tracking of programme benefits and return on investment.
  • Strong understanding of benefits realisation methodologies and their application within complex programme environments.
  • Experience developing business cases, investment proposals, and strategic delivery plans.
  • Strong programme governance, reporting, and project controls experience.
  • Proven ability to establish and manage programme plans, risks, issues, and dependencies.
  • Experience supporting commercial growth, income generation, revenue diversification, or financially driven transformation initiatives.
  • Excellent stakeholder management skills, including engagement with senior leaders, boards, and elected members.
  • Strong financial and commercial awareness with the ability to evaluate opportunities and investment decisions.
  • Experience developing reporting frameworks and dashboard-based performance monitoring.
  • Ability to influence across organisational boundaries and build consensus among diverse stakeholder groups.
  • Excellent communication, presentation, and relationship management skills.
  • Relevant project management qualification such as PRINCE2, APM PMQ, Agile PM, MSP, PMP, or equivalent experience.
  • Experience within local government, wider public sector, or a similarly complex environment would be highly advantageous.
