ABOUT THE LAND DEVELOPMENT AGENCY

The Land Development Agency (LDA) is the State’s affordable housing delivery body. Its main role is to acquire and develop State and other land to deliver affordable homes, supporting the creation of thriving communities and delivering ongoing positive social impact. It is overseen by an independent Board of Directors and has total capitalisation of up to €8.75bn. To date €6.25 billion of equity capital has been committed by Government and a further €2.5bn capitalisation is permitted under legislation from other sources/debt.

The LDA is active on more than 20 State Land sites and has a delivery pipeline in excess of 25,000 homes. The Agency also works in partnership with the country’s largest and most experienced homebuilders and will deliver a further 8,000 homes under its Project Tosaigh initiative.

Additionally, the LDA is working on large-scale longer-term strategic areas by master-planning and bringing forward planning applications in locations such as Limerick Colbert Quarter, the Digital Hub in Dublin and Sandy Road in Galway.

Role Summary

The Commercial Property Surveyor role offers the right candidate a fantastic opportunity to join a growing and evolving Commercial Property Team within the Asset Management function of the LDA. Reporting to the Senior Commercial Property Surveyor this role will suit an ambitious and enthusiastic individual wishing to advance their career by entering the organisation at a very exciting phase of it’s growth.

The LDA is focused on activating and enhancing its commercial, retail, childcare and community spaces across all developments. This includes ongoing engagement with prospective tenants, local businesses, community groups, and service providers to help create vibrant, well-connected neighbourhoods that support our residents’ day-to-day needs and foster stronger community interaction.

Key duties and responsibilities

  • Portfolio Lifecycle – Provide advice and manage non-residential property assets such as commercial, community and amenity throughout their lifecycle, from early concept, design and activation right through to lease-up, occupation and ongoing management.
  • Strategy – Develop and implement appropriate strategies for the use-planning, design, activation and management of commercial, community and amenity spaces to maximise value and benefit.
  • Asset Management – Manage the portfolio effectively, working closely with the Commercial Property and wider Asset Management team to deliver agreed objectives and outcomes.
  • Lease, Statutory & Regulatory Compliance – Ensure compliance with lease obligations and all applicable planning, building, health and safety, environmental and statutory requirements across the portfolio.
  • Property Information & Records – Maintain accurate and comprehensive property databases, leases, site records, safety files, statutory documentation, maps and other relevant property information.
  • Value Creation & Sustainability – Identify and implement value-enhancing, cost-effective, commercially-focused and sustainable strategies that enhance asset performance, improve efficiency (operations and energy), reduce costs and maximise portfolio value.
  • Stakeholder & Contractor Management – Manage relationships with key internal and external stakeholders, tenants, consultants and service providers, including managing the effective performance of appointed property, commercial, legal and technical advisors. Manage appointed agents who will carry out leasing, sales and tenancy management services.
  • Technical, Maintenance & Property Operations – Manage technical surveys, compliance assessments, planned preventative maintenance, maintenance contracts, site safety requirements and associated property operations.
  • Procurement – Manage tendering procurement process for external agents/ advisors, including contract evaluation, performance and expenditure.
  • Budget & Cost Management - Assist in the development and delivery of annual commercial budgets in addition to management of costs.
  • Reporting - Monitor and prepare reports and presentations for internal meetings and project reviews. Report monthly on commercial activation, performance, all associated activities and costs for internal stakeholders.

Requirements:

  • Property qualification to degree level. Post graduate qualification an advantage.
  • Chartered Member of the SCSI or at a minimum have route to membership in progress.
  • Preferably 5 years’ PQE with particular emphasis on direct experience in commercial property leasing, placemaking, operations and management.
  • A solid understanding of technical principles in play such as the planning and development processes would be an advantage.
  • Excellent knowledge of the commercial occupancy market, trends, needs and typical issues facing the various sectors.
  • Strong strategic knowledge of landlord & tenant legislation, commercial agreements, property leases/ contracts and related issues.
  • Experience in retail and community operations a distinct advantage.
  • Knowledge of public procurement a distinct advantage.
  • Must have own car and full and a clean driving license.

  • Excellent relationship-building and management skills, with an ability to communicate effectively with a variety of internal and external stakeholders.
  • Demonstrate a positive "can-do" attitude, maintain confidentiality, and be an effective team player.
  • Flexible, initiative-taking, highly organised, curious, collaborative, detail-orientated and result-oriented.
  • Ability to execute in complex situations, prioritising multiple actions at once, work independently, be self-motivated and action oriented.
  • Exercise sound judgment, tact, diplomacy and professionalism.
  • Strong verbal and written communication skills.
  • Proficiency in Microsoft Office applications, particularly Microsoft Excel & Word.
