Commissioning Manager | 10914 | permanent contract | 37 hours per week | £50,166 to £54,277 per annum | Grade L | Norwich

Norfolk is embarking on an ambitious journey to redesign and improve services that truly reflect the needs, aspirations and strengths of the people we support and we’re looking for a dynamic Commissioning Manager to lead the way.
This is a pivotal role at the heart of our transformation programme. You’ll be responsible for leading commissioning activity across the learning disabilities and autism portfolio, with a specific focus on Supported Living and Shared Lives.
You will drive innovation, co-production, outcomes-focused service design and robust contract and performance monitoring.
Working closely with people with lived experience, families, providers, and system partners, you’ll ensure that services are inclusive, person-centred, and sustainable.
Key Accountabilities
- Strategic Leadership: Lead the commissioning of services for people with learning disabilities and/or autistic people, aligning with Norfolk’s strategic priorities and national policy direction.
- Transformation and Service Delivery: Drive both the transformation of existing services and development of new services, embedding strengths-based approaches, promoting independence, and enabling people to live fulfilling lives in their communities.
- Performance & Quality: Monitor and evaluate commissioned services to ensure they deliver high-quality outcomes and value for money.
- Co-production & Engagement: Champion co-production with people with lived experience, carers, and stakeholders to ensure services are shaped by those who use them.
- Market Development: Work with providers to develop a diverse, resilient, and high-quality market that meets current and future needs.
