Commissioning Manager - Durham

£Highly competitive rate on application (experience dependent & outside IR35) + 5-month contract starting August 2026

Commissioning Manager responsibilities include:

  • Full accountability for the safe, systematic, and compliant execution of all commissioning activities at a hazardous and clinical waste High Temperature Incineration facility
  • Responsible for leading all phases of commissioning from mechanical completion through to full performance acceptance and handover to operations, in full compliance with HSE, EA, and applicable regulatory requirements
  • Primary point of contact between the EPC contractor, specialist vendors, operations, maintenance, QA/QC, safety, and the senior management team, ensuring commissioning progresses to programme and to the required standard of technical and regulatory requirements
  • Take a leading role in developing, owning, and maintaining the master commissioning execution plan and schedule, ensuring all commissioning activities are sequenced, resourced, and traceable against project milestones
  • Ensure all systems are formally handed over from the construction phase to the commissioning team to a defined, documented, and auditable standard.
  • Responsible for Cold commissioning phase, encompassing all pre-energisation and no-load testing activities required to confirm that equipment and systems are mechanically, electrically, and instrumentally sound prior to the introduction of process fluids or thermal energy
  • Prior to introducing process fluids or live thermal energy into any system, the Commissioning Manager must confirm that all pre-start-up conditions are satisfied and documented to the required regulatory standard.
  • Responsible for hot commissioning involving the controlled introduction of process media, thermal energy, and waste feedstock, maintaining overarching technical authority and site safety leadership throughout.

Commissioning Manager profile:

  • Degree-level engineering qualification (Mechanical, Chemical, Process, or Electrical)
  • Chartered Engineer status (CEng) — IMechE, IChemE, or equivalent
  • NEBOSH National General Certificate or higher
  • IOSH Managing Safely or equivalent
  • EUSR or equivalent site safety passport for industrial commissioning environments
  • Minimum 10 years' experience in industrial commissioning, with at least 5 years in a lead or management role
  • Demonstrable experience commissioning thermal treatment, incineration, EfW, or comparable high-temperature process plant.
  • Experience commissioning rotary kiln systems, combustion chambers, or equivalent fired process equipment
  • Experience commissioning boilers, heat recovery systems, and steam/hot water circuits
  • Thorough understanding of UK HSE legislation applicable to industrial commissioning
  • Working knowledge of IED waste incineration requirements and EA permitting obligations
  • Proficiency in reading and interpreting P&IDs, isometrics, cause and effect matrices, and electrical single-line diagrams
  • Knowledge of functional safety principles (IEC 61511) and SIS/ESD system commissioning
  • Proficiency with DCS, SCADA, and PLC systems (Siemens, Honeywell, Rockwell, or equivalent)
  • Experience managing commissioning punch lists, ITRs, and commissioning dossier compilation
