Role Purpose:

Active SC Clearance required

The Home Office Commercial Strategy Team is seeking an experienced Communications & Engagement Lead to support the delivery of strategic change and workforce initiatives across the Commercial Directorate.

Working with senior leaders, project leads and subject matter experts, the postholder will develop and deliver clear, engaging communications and engagement activity that helps colleagues understand key priorities, supports adoption of change, and keeps stakeholders connected to the Directorate’s strategic objectives.

Key Responsibilities

  • Develop and deliver communications and engagement plans for priority Commercial Strategy projects and programmes.
  • Produce clear and engaging products including senior leader messages, presentations, newsletters, intranet content, roadshow materials, briefings, and staff updates.
  • Support Directorate-wide engagement activity, including events, workshops, roadshows, and communications campaigns.
  • Draft communications on behalf of senior leaders, ensuring consistency of message, tone, and audience focus.
  • Work with stakeholders across Commercial, HR, Finance, corporate communications, and wider enabling functions to coordinate and align activity.
  • Translate complex business information into accessible content for a range of internal audiences.
  • Support organisational change, workforce planning, and transformation activity through effective communications and engagement.
  • Maintain communications plans, schedules, and forward looks to ensure products are delivered to agreed timescales.
  • Gather feedback and engagement insight to assess effectiveness and identify improvements.
  • Identify communications risks, gaps, or sensitivities and support appropriate mitigations.

Essential Skills and Experience

  • Experience delivering internal communications and engagement activity within a complex organisation.
  • Excellent written communication skills, with the ability to produce concise, accessible, and engaging content for senior and wider audiences.
  • Experience developing communications across multiple channels and formats.
  • Strong stakeholder management skills, with the ability to build relationships and work confidently with senior stakeholders.
  • Ability to manage competing priorities and deliver quality outputs to tight deadlines.
  • Experience supporting change, transformation, workforce, people, or business improvement activity.
  • Strong planning, organization, and attention to detail.

Desirable Skills and Experience

  • Experience working in, or with, Government, the Civil Service, or a large public sector organisation.
  • Experience supporting workforce planning, organisational design, or people-related change initiatives.
  • Experience using feedback, metrics, or engagement insight to improve communications activity.

  • Delivery of a high-quality programme of communications and engagement activity aligned to Commercial Strategy priorities.
  • Improved colleague awareness and understanding of key Commercial priorities, workforce plans, and change activity.
  • Positive feedback from senior stakeholders and project teams on the quality, pace, and clarity of communications support.
  • Clear, consistent, and timely messaging across relevant channels and audiences.
  • Effective support to roadshows, engagement campaigns, workforce planning activity, and strategic change programmes.
