DESCRIPTION & REQUIREMENTS

On behalf of NCA, we are looking for a Communications Manager (Inside IR35) for a contract to 30/09/27 based remotely with attendance in London as and when required.

The role:

We are seeking an experienced Communications Manager to lead the development and delivery of a multi-disciplinary communications strategy and plan for Operation Beaconport.

This is a high-profile and sensitive role requiring an experienced communications professional with a strong background in media relations, stakeholder engagement, external affairs and senior-level communications advice.

As a Communications Manager, your main responsibilities will be:

  • Lead the development and delivery of a comprehensive communications strategy and plan aligned to the operational objectives of Operation Beaconport.
  • Develop and manage proactive and reactive media relations activity for a high-profile and sensitive national operation.
  • Lead external affairs activity and act as a key communications interface between the operational team, Gold Commander and senior stakeholders.
  • Build and maintain effective relationships with key stakeholders, including Ministers, the Home Office, police leaders and operational partners.
  • Chair and lead the Operation Beaconport Communications Coordination Group to ensure coordinated and consistent communications across partner organisations.
  • Provide expert communications advice and handling recommendations to senior leaders and operational decision-makers.
  • Coordinate communications activity across a complex multi-agency and multi-stakeholder environment.
  • Work collaboratively with UK police forces, operational partners and other relevant organisations to ensure messaging is clear, accurate and consistent.
  • Engage with victim and survivor advocacy groups where appropriate to support effective and sensitive communications.
  • Identify, assess and manage communications risks, issues and opportunities through effective horizon scanning and forward planning.
  • Develop communications approaches for sensitive, complex or high-profile issues under significant public and media scrutiny.
  • Ensure communications activity supports the wider operational objectives and reputation of the organisation and its partners.
  • Use strong influencing and negotiation skills to achieve alignment across a diverse range of stakeholders and partner organisations.

PLEASE NOTE: SC Clearance is an essential requirement for this role, as a minimum you must be willing & eligible to undergo checks. Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance.

Essential:

  • Significant experience managing media relations, stakeholder engagement and external affairs within a complex, high-profile or politically sensitive organisation or programme.
  • Proven experience developing and delivering integrated communications strategies and plans against clear organisational or operational objectives.
  • Strong experience of proactive and reactive media relations, including handling sensitive or high-profile issues.
  • Experience providing trusted communications advice to senior leaders and supporting complex communications handling.
  • Demonstrable experience working across complex stakeholder landscapes and coordinating communications with multiple partner organisations.
  • Excellent stakeholder engagement skills, with the ability to build credibility and influence senior internal and external audiences.
  • Strong communication, influencing and negotiation skills.
  • Experience managing communications risks and opportunities through horizon scanning, issues management and forward planning.
  • Ability to work effectively in a fast-paced, high-pressure and sensitive operational environment.
  • Experience working in the public sector, government, law enforcement or another highly regulated environment.

Desirable:

  • Previous experience working within a law enforcement, policing, criminal justice or national security environment.
  • Experience supporting communications for complex national operations or multi-agency programmes.
  • Experience working with Ministers, government departments and senior public sector stakeholders.
  • Experience working alongside victim and survivor advocacy groups or supporting communications relating to sensitive safeguarding issues.
  • Experience managing communications relating to child sexual exploitation, serious crime, safeguarding or other highly sensitive subject areas.
  • Experience chairing or leading cross-organisational communications groups or networks.
  • Previous experience working in an environment subject to significant media, political and public scrutiny.
