Job Title: Communications Manager - Communications - Counter Terrorism Policing HQ

Salary

The starting salary is £48,995, which includes allowances totalling £3,009. The salary is broken down as £45,986 basic salary, which will increase annually until you reach the top of the scale £54,863. Plus, a location allowance of £2,009 and a non-pensionable allowance of £1,000.

Job Purpose

You will be responsible for defining and implementing the partnerships communications strategy for priority programmes and projects that contribute directly to CTP’s mission to protect the public from terrorism. You will work closely with colleagues across the national Counter Terrorism Policing network, as well as with senior police officers and police staff.

  • You’ll be part of a highly motivated communications team, with the chance to learn from senior policing colleagues and work on one of the most important issues to the public.
  • You’ll also have the opportunity to draw on your own experience and initiative to plan and deliver communications that support wider organisational and operational objectives.
  • Your primary goal will be to ensure that our key audiences have the information they need, when they need it.
  • You’ll be a positive advocate for communications as a profession and be able to explain how it contributes to CTP’s overall mission.
  • You’ll provide your expertise and support to senior officers and police staff across our national network, and play an active role in building the communications profession within CTP.
  • You’ll also be committed to your own continuous professional development and will be supported in this with membership of the Chartered Institute for Public Relations (CIPR) and a bespoke learning and development curriculum for Counter Terrorism Policing communicators.

Job Requirements

We are looking for a leader, or aspiring leader, who has experience of building trusted partnerships, navigating sensitive operational environments, and delivering measurable communications outcomes across a complex organisation.

  • You will need to be a self-starter, able to quickly grasp new projects or priorities, or refresh and refine an existing approach.
  • You will need to balance the strategic with the tactical, with a real focus on delivery.
  • You’ll need to build excellent relationships with senior officers and colleagues right across the country, as well as with stakeholders from law enforcement partners, government, business and other groups.
  • You’ll have a good understanding of the different channels at your disposal and will use audience insight to choose the right approach.
  • You’ll be focused on outcomes and changing behaviour and will use evaluation to drive continuous improvement of your plans.
  • You’ll take responsibility for planning and producing content, and will work collaboratively with others to plan, programme and deliver your work.
  • You’ll build and maintain great relationships and use your network to support not only your own projects but CTP’s wider communication strategy.
  • You’ll make your presence felt as a positive and proactive member of the team and national communications network.

Roles and Responsibilities

  • Develop and deliver the CTP Communications Partnership strategy, which is aligned to the delivery of the pillar’s strategic aims and objectives
  • Proactively seek and build strong and effective partnerships aligned to CTP’s strategy
  • Secure the support of partners for priority CTP campaigns and other suitable communications activity and co-ordinate with partners on major cross-cutting issues and during major incidents
  • Lead the day-to-day relationship management with partners: including a range of public, police, government, charity and private sector organisations
  • Collaborate with the CTP communications team, the CTP Network, key stakeholders and senior leads across CT to produce innovative and impactful campaign content that engages our external audiences
  • Collaborate with the CTP communications team, the CTP Network, key stakeholders and senior leaders to proactively seek content to support our external communications and help promote CTP: developing trust and confidence, promoting CTP excellence and success and CTP brand management
  • Provide expert advice on evaluation and insight from external campaigns to key CTP seniors and relevant stakeholders.
  • Consider how campaign work can be supported and promoted through a range of communications channels and specialisms to ensure a holistic approach to all of our communications delivery (e.g.: Prevent, Protect and Prepare, Media, Campaigns, Partnerships, Internal, Change, Digital)
  • Strong quality assurance ability to ensure that all CTP products reach our highest standards
  • Effectively represent the CTP communications pillar, promoting our brand and reputation, presenting our work to relevant audiences, with confidence and knowledge of the benefit we bring to operational policing
  • An advocate for our shared commitment to Inclusion, Diversity & Equality in everything we do
  • Support the wider delivery effort of the CTP HQ communications team and crisis response as part of any terrorism incident

Vetting

This post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo National Security Vetting (NSV) Developed Vetting (DV) level before taking up the post. This post requires British nationality (some dual nationals may be ineligible) and an Enhanced Security Check (eSC)/Developed Vetting (DV) clearance.

Essential Skills (Professional & Technical)

  • Proven experience (4+ years) leading large scale communications projects, with track record of translating business challenges into successful communication strategies, plans and campaigns
  • Extensive stakeholder management experience, with knowledge of stakeholder relationship management tools and stakeholder mapping techniques and strategies to get partners on board
  • Ability to use insight and research to plan and refine communications activity to reach and engage target audiences
  • Strong understanding of a range of communications disciplines and channels, using knowledge to plan and adapt chosen approach
  • Experience of forward planning and managing day-to-day communications and engagement activity, coordinated as part of wider organisational activity
  • Strong track record of delivery, including taking responsibility for commissioning and producing high quality content and other deliverables
  • Innovative and creative mind-set, bringing new ideas to solve tough challenges
  • Evidence of best practice in tracking and measuring the impact of communications and its contribution to wider organisational objectives
  • Ability to form effective working relationships across a full range of internal and external stakeholders, including with seniors
  • Confidence and credibility in a range of scenarios, including delivering impactful and engaging presentations and communications advice on your projects
  • Actively seek out best practice and new ideas, collecting and sharing insights about what performs best to help shape the future agenda for CTP communications
  • Motivation to contribute to key thematic areas within the national communications network, for example Learning & Development, and Inclusion, Diversity & Equality
  • Experience and/or interest in crisis communications skills with the capacity to contribute to under pressure
