About the Role:
The Community Cohesion and Resilience Manager will provide strategic leadership for Waltham Forest’s Community Cohesion and Resilience service, ensuring the effective delivery of community safety, cohesion, hate crime, and Prevent priorities.
The role will lead the development and implementation of a new Community Cohesion model that embeds the Hate Crime agenda and fulfils the Council’s statutory Prevent Duty responsibilities.
A key focus of the role will be building community confidence, increasing hate crime reporting, enhancing community resilience, and supporting residents to feel safe, connected, and empowered, while contributing to the delivery of the borough’s wider Community Safety priorities.
We are a Home Office–licensed sponsor; however, for this specific role we are not able to provide Skilled Worker visa sponsorship. To be considered, you must already hold a form of UK work authorisation that does not require sponsorship.

Key Responsibilities:
- Lead the strategic delivery and development of the Council’s Prevent, Community Cohesion, and Resilience agenda, ensuring compliance with statutory duties and national guidance.
- Translate national policy, legislation, and emerging government priorities relating to Prevent, counter-extremism, community cohesion, and hate crime into effective local strategies, policies, and operational practices.
- Provide expert advice, guidance, and consultation to internal services and external partners on Prevent-related matters, including safeguarding thresholds and pathways.
- Represent the Council at Channel Panels, multi-agency meetings, and strategic partnership forums, ensuring coordinated interventions and effective risk management.
- Lead on the development and implementation of initiatives that increase community resilience to radicalisation, extremism, and hate crime, promoting strong and cohesive communities.
- Develop and maintain effective partnerships with statutory agencies, community organisations, faith groups, schools, and other stakeholders to support community safety objectives.
- Oversee work to improve awareness, reporting, and responses to hate crime, ensuring victims are appropriately supported and preventative approaches are embedded across services.
- Prepare and deliver high-quality briefing papers, reports, presentations, and communications for elected members, senior leaders, partners, and community audiences.
- Manage, motivate, and supervise staff, ensuring high performance, professional development, and the delivery of quality services.
- Lead the planning, monitoring, and management of service budgets, ensuring resources are used effectively and deliver value for money.
- Contribute to and support the delivery of wider Community Safety and Violence Reduction priorities, working collaboratively across partnership structures.
- Utilise experience of working within a Violence Reduction Partnership to inform preventative approaches, early intervention activity, and evidence-based service development.

Qualifications and Requirements:
- Educated to degree standard or equivalent
- Relevant professional qualification
- Expert knowledge of the PREVENT agenda and associated topics
