At Birmingham City Council, we are transforming the way residents access support, advice, and opportunities through our growing network of Community Library Hubs. We’re looking for dynamic and innovative leaders to manage and develop these hubs, ensuring they become welcoming, accessible spaces that connect residents with essential services, information, and community opportunities.
As a Community Library Hub Manager, you’ll play a pivotal role in leading teams, developing partnerships, and delivering services that help tackle challenges such as housing issues, welfare and debt advice, digital exclusion, employment support, and wellbeing. You will also champion the continued delivery of excellent library services that meet the needs of local communities.
About The Role
This is an exciting opportunity to lead the strategic development and day-to-day operation of a Community Library Hub, ensuring services remain relevant, accessible, and impactful for residents. You will work closely with council services, voluntary organisations, community groups, and external partners to create innovative solutions that strengthen community resilience and improve outcomes across Birmingham.
- Lead and manage Community Library Hub services, teams, and partnerships
- Develop and strengthen strategic partnerships across the public, private, and voluntary sectors
- Oversee budgets, resource management, and service planning
- Lead initiatives that support digital inclusion, employment, training, welfare support, and community wellbeing
- Inspire and motivate teams to deliver exceptional services and positive outcomes for residents
- Champion innovation, continuous improvement, and customer-focused service delivery

About You
We're looking for someone who can combine strategic thinking with strong operational leadership. You'll be an excellent communicator, capable of building productive relationships and influencing stakeholders at all levels.
You will have:
- Experience leading teams and managing people effectively
- Experience managing budgets and financial resources
- Experience delivering service improvements and organisational change
- Excellent communication and presentation abilities
- Experience managing competing priorities and delivering successful outcomes
- You will be a confident and resilient leader with proven experience managing large, diverse teams within a busy customer-facing environment
- Confidence in managing conflict, challenging situations, and difficult conversations professionally and effectively
- You'll be comfortable making decisions in fast-paced settings, handling competing priorities, and maintaining high service standards during periods of significant demand
