We are seeking an experienced and dynamic Community Safety Manager – Thematic to lead the development and delivery of key community safety priorities across Birmingham. Each postholder will take a lead on a specific Community Safety Partnership (CSP) priority area (e.g. Serious Organised Crime, Violence Against Women and Girls, Violence Reduction, Safer Neighbourhoods), driving delivery of that priority through multi-agency partnership working.
This strategic role will focus on thematic areas such as serious organised crime (SOC), ASB, serious violence, violence against woman and girls, (VAWG) exploitation, and early intervention, ensuring a coordinated, evidence-led approach that improves outcomes for residents and communities. The role is not primarily subject-matter specialist; instead, it requires the ability to rapidly understand emerging priority areas and translate strategic priorities into effective partnership delivery.
You will play a pivotal role in facilitating and coordinating multi-agency partnerships, developing delivery plans, and ensuring actions are implemented effectively and at pace. You will act as the central coordinating function for your thematic area, bringing together partners, aligning activity, and ensuring delivery against agreed outcomes.
What You'll Do...
- Lead the delivery of key community safety priorities, including Serious and Organised Crime, Anti-Social Behaviour, Violence Against Women and Girls, safeguarding, and vulnerability issues.
- Bring partners together across policing, health, housing, social care, and the voluntary sector to drive collaborative action and achieve shared outcomes.
- Use data, insight, and intelligence to identify emerging risks, shape strategic responses, and deliver evidence-based solutions.
- Develop and oversee action plans, performance frameworks, and improvement programmes that deliver measurable impact.
- Lead complex projects and commissioning activity, ensuring strong governance, accountability, and value for money.
- Influence senior stakeholders, represent the partnership at key forums, and provide high-quality reports and advice to support decision-making.
- Develop strategies, policies, and innovative approaches that make Birmingham's communities safer and stronger.

What You'll Need...
We're looking for a collaborative and strategic leader who can build effective partnerships, influence stakeholders, and deliver meaningful improvements in community safety.
You Will Be Able To Demonstrate
- Significant experience in community safety, criminal justice, safeguarding, or a related field, with a track record of delivering positive outcomes.
- Proven success leading programmes, projects, or thematic priorities within complex multi-agency environments.
- Strong knowledge of community safety legislation and statutory responsibilities, including the Crime and Disorder Act, safeguarding, anti-social behaviour, and serious violence prevention.
- Excellent partnership-building, stakeholder management, and influencing skills, with the ability to work effectively across organisational boundaries.
- Strong analytical skills, using data, intelligence, and insight to inform decisions, shape strategy, and drive service improvement.
- Outstanding communication skills, with experience producing reports, briefings, and presentations for senior leaders and partners.
- The ability to manage competing priorities, navigate complex challenges, and deliver results in a fast-paced environment.
Desirable
- Experience working within local government, community safety partnerships, or the wider public sector.
- Experience of commissioning, contract management, or programme delivery.
- A relevant qualification in Community Safety, Criminology, Criminal Justice, Public Health, Social Work, Public Administration, or a related discipline.
