Community Services Officer

2026 Wage: $23.59 per hour

Job Summary

The Community Services Officer will provide community outreach in Aberdeen focusing on supplementing and enhancing the community policing programs and operations of the Aberdeen Police Department. The Community Services Officer works with police department staff, members of the local Aberdeen criminal justice system, members of our community’s educational systems, and community members. The Community Services Officer has a variety of responsibilities and requires the ability to maintain a high degree of sensitivity to confidential matters and be flexible with changing priorities and assignments.

Essential Duties And Responsibilities

All Community Services Officers are non-sworn positions that perform the following essential functions in support of sworn and non-sworn employees.

  • Uses community policing techniques such as community education and problem-solving.
  • Patrols assigned areas either on foot or in a vehicle. Patrols school pedestrian crossing areas and assists the school crossing guards with crossing duties when assigned.
  • Issues parking tickets for overtime, prohibited zone, handicapped and other non-moving violations.
  • Prepares and processes ticket review forms and enters ticket information into the system. Maintains handheld ticketing equipment.
  • Responds to calls that do not require a sworn police officer such as assisting with traffic direction, minor accidents, animal control duties and initiating case reports on minor incidents such as vandalism, theft, code enforcement, etc. May testify in court regarding parking and other witnessed incidents.
  • Coordinate registration of convicted sex offenders as required by S.D. State Law.
  • Provides crime prevention evaluation and education to the community.
  • Coordinates, plans, and participates in special events. Represents the Police Department at community information sharing meetings and events. Performs public relations duties to inform and receive input from the community. Gives presentations for large and small groups and special populations.
  • Conducts outreach in designated areas to assist community members; outreach will occur in designated areas to build trust with the community and support community initiatives.
  • Provides support to community members while providing tools and resources focused on improving quality of life and collaborative solutions to issues identified in the community.
  • Attends meetings, case conferences, coordinated access meetings, training workshops and community meetings as assigned.
  • Assists in administrative duties, such as completing forms, receiving payment for fines, preparing correspondence related to non-payment of fines, gathering, and transporting materials, data entry or other similar support activities.
  • Assists Administrative Assistant with greeting public at the department reception areas.
  • Performs related duties as assigned.

Knowledge Required By The Position

  • Ability to understand ordinances, statutes, municipal codes, and legal issues relative to work done in support of community initiatives, parking enforcement, code enforcement, accident investigations, animal control, and other minor criminal activity.
  • Knowledge and skill of interviewing.
  • Knowledge of traffic accident investigation techniques and procedures.
  • Knowledge of the geography and streets of the city.
  • Knowledge of the court system and judicial procedures.
  • Knowledge and skill in self-defense methods and tactics.
  • Skill in operating radios and communications equipment.
  • Skill in restraining persons without causing physical harm.
  • Skill in teamwork.
  • Skill in oral and written communication.
  • Ability to communicate effectively, verbally and in writing.
  • Ability to respond to work situations in the field and rapidly evolving situations.
  • Ability to respond to problems and complaints creatively.
  • Ability to diffuse and resolve conflicts with emotionally charged individuals in stressful situations.
  • Ability to provide excellent customer service.
  • Ability to prioritize multiple duties and to work with interruptions.
  • Ability to use a computer and related software to perform the essential functions of the position.
  • Ability to maintain confidentiality and exercise discretion and judgment in dealing with sensitive or confidential information.

Supervisory Controls

The Police Sergeant assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.

Guidelines

Guidelines include city and department policies and procedures. These guidelines are generally clear and specific but may require some interpretation in application.

Complexity/Scope of Work

The work consists of related secretarial, operational, and customer service duties. Frequent interruptions contribute to the complexity of the position.

The purpose of this position is to provide secretarial, operational, and customer support for operations of the department. Successful performance contributes to the efficiency and effectiveness of those operations.

Contacts are typically with citizens, co-workers, other city employees, attorneys, representatives of other law enforcement agencies, court personnel, and the general public.

Contacts are typically to give or exchange information, resolve problems, and provide services.

Physical Demands/ Work Environment

The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, or stooping. Work is performed while standing or walking occasionally for extended periods of time. The employee occasionally lifts light and heavy objects.

The work is performed in an office or outside within the community jurisdictional boundaries. The employee may be exposed to contagious or infectious diseases, inclement weather, or riding in a vehicle with or without other staff members. The work may involve being exposed to sick, injured, or aggressive animals. Work requires the use of protective devices such as masks and gloves, traffic control and protective vests, animal control equipment, and the use of police radio equipment.

The employee may be exposed to hostile, angry and emotionally disturbed individuals.

Supervisory and Management Responsibility

None.

Minimum Qualifications

  • Graduation from a four-year accredited high school or possession of GED certificate.
  • Must be a minimum of 18 years of age.
  • Must possess and maintain a valid driver’s license issued by the State of South Dakota for the type of vehicle or equipment operated.
  • All applicants for the position of Community Services Officer will be required to complete an interview process, background check, physical examination and drug screen.
