Compliance and Monitoring Officer
Noble Recruiting is delighted to advertise the role of Compliance and Monitoring Officer on behalf of a local authority. Due to the nature of the role, the successful candidate will be required to work on-site, 5 days per week.
The Opportunity
To support the Operations Manager in ensuring compliance with all relevant Health & Safety legislation, regulations, Council policies, procedures and industry best practice across Operational Services.
The Role Will Involve
- Carrying out compliance monitoring, workplace inspections, audits and on-the-job assessments to ensure employees, contractors and services operate safely and meet statutory and Council requirements.
- Identifying non-compliance and improvement opportunities and providing practical advice and recommendations.
- Developing and delivering health and safety training, inductions, refresher training, toolbox talks and competency assessments.
- Investigating accidents, incidents, near misses, complaints and procedural breaches, identifying root causes and corrective actions.
- Providing assurance that operations meet requirements of the HSE, DVSA, Environment Agency and other relevant statutory bodies.
- Promoting a positive health and safety culture through engagement, coaching, monitoring and continuous improvement.
Role Accountabilities
Compliance and Monitoring
- Conduct planned/unannounced audits, inspections and site visits across Waste, Street Cleansing, Horts and associated Operational Services.
- Monitor compliance with legislation, risk assessments, safe systems of work and Council procedures.
- Conduct route safety assessments and observations.
- Monitor PPE compliance and take appropriate action where standards are not met.
- Ensure vehicle, equipment and workplace safety inspections are completed and recorded.
- Maintain accurate records of inspections, audits, assessments, observations and corrective actions.
- Monitor operator licence requirements, driver safety procedures and fleet-related health and safety standards where applicable.
- Support managers with risk assessments, method statements and safe systems of work.

Training and Development
- Deliver health and safety training, inductions, refresher training and toolbox talks.
- Conduct competency assessments and maintain training records.
- Identify training needs through audits, observations, reviews and investigations.
- Develop training programmes with managers addressing legislative requirements and operational risks.
- Promote health and safety responsibilities, safe working practices and behavioural safety.
- Help managers develop competent, compliant and safety-conscious teams.
Investigations and Assurance
- Investigate accidents, incidents, near misses, damage claims and safety concerns.
- Produce reports identifying contributory factors and recommendations.
- Monitor corrective and preventative actions with relevant managers.
- Support disciplinary, capability and performance processes relating to health and safety compliance where required.
- Prepare reports and performance information for management, committees and regulatory inspections.
- Assist with enquiries from enforcing authorities, insurers and external auditors.
Continuous Improvement
- Analyse compliance trends, audit findings and incident data to identify risks and improvement opportunities.
- Recommend changes to procedures, equipment, training and working practices to improve safety and efficiency.
- Support the development, implementation and review of policies, procedures and compliance frameworks.
- Benchmark against industry standards and best practice.
- Promote personal responsibility, accountability and continuous improvement.
Operational Support
- Provide health and safety advice to managers, supervisors and employees.
- Maintain effective relationships with trade unions, contractors, external bodies and regulatory agencies.
- Support departmental and corporate projects requiring compliance expertise.
- Participate in emergency response arrangements and support operational incidents.
- Attend meetings, inspections and site visits outside normal working hours where operational needs require.

The Experience You Will Bring
- Experience in local government, waste management, street cleansing, transport or operational services.
- Experience in health and safety inspections, audits and compliance monitoring.
- Experience delivering workplace training and competency assessments.
- Working knowledge of Health and Safety legislation and regulations.
- Experience investigating workplace accidents and incidents.
- Experience producing detailed reports and recommendations.
- Ability to build rapport and provide clear guidance and direction.
- Excellent knowledge of health and safety legislation, guidance and best practice.
- Strong auditing, inspection and compliance monitoring skills.
- Ability to identify hazards, assess risks and recommend proportionate controls.
- Excellent investigative, analytical and problem-solving skills.
- Strong report writing and presentation skills.
- Ability to influence and constructively challenge at all levels.
- Competent IT skills, including Microsoft Office and compliance management systems.
- Ability to analyse data and identify performance trends.
