ROLE AND PURPOSE

We are seeking to appoint a highly motivated and committed Compliance and Monitoring Officer to join our Adult Social Care Compliance Team.

The Compliance Officer will play a key role in monitoring the quality, effectiveness and value for money of both commissioned and in-house Adult Social Care services. Working closely with operational teams, providers and key stakeholders, the post holder will help ensure services deliver good outcomes for people whilst maintaining compliance with contractual, statutory and regulatory obligations.

The post holder will oversee compliance monitoring arrangements, maintaining robust systems and processes that accurately record, track and monitor contractual performance, regulatory requirements and service compliance across Adult Social Care.

The post holder will also be responsible for ensuring prompt payment of invoices within agreed timescales and ensuring appropriate charging arrangements are in place and accurately applied for people receiving services. In addition, you will monitor expenditure against approved budgets, providing assurance that services are delivered efficiently, represent good value for money and align with strength-based approaches that maximise independence and well being.

Using detailed analysis of compliance, performance and financial data, the Compliance and Monitoring Officer will prepare regular reports to the Compliance Manager, highlighting trends, risks, areas of good practice and opportunities for improvement. Through this work, the role will contribute to the development of improvement plans, support informed decision-making, and help ensure the delivery of high-quality and cost-effective Adult Social Care services while maximising income through appropriate charging and funding arrangements.

PRINCIPAL ACCOUNTABILITIES

• To promote and safeguard the welfare of children, young people and/or vulnerable adults
• Statutory Obligations - Leads on the support providers in fulfilling the obligations of the statutory financial compliance framework for the adult social care sector.
• To recognise risk indicators of different forms of abuse and neglect to clients and holds providers to account in monitoring the delivery of care plans and maintaining effective safeguarding practices by measuring/monitoring client outcomes.
• To provide assurance to senior managers that compliance requirements are being met with each provider for all contracts. Analyse performance data and produce a narrative to articulate the findings and make recommendations, if necessary, particularly if the contract requires improvement.
• To be responsible for monitoring spend commissioned business against high-cost contracts/frameworks to make sure that contracted rates/agreements for services are being applied consistently the provider market in the city. Responsible for approving high cost payments within a specified timescale ensuring all checks and balances are complete and escalates to senior managers when the cost of a care package exceeds the agreed threshold.
• To use software tools to analyse and collate statistical and management information, extracted from adult social care systems, to produce complex reports for a range of audiences and to enable the effective review of the service and impact for clients.
• To actively keep updated with national and regional developments and propose innovative ways of working to ensure continuous improvement in compliance across the sector.
• To take the lead in proactively identifying risks (including to funding), gaps in the market and trends in supply and demand, working collaboratively with commissioners to find a solution to provide more outcome focused services for clients.
• To take the lead in working with providers and to develop co-production opportunities to enhance services to clients. Develop effective working relationships with providers to ensure that there are channels of communication open to deal with issues in the best interest of clients.
• To take the lead in liaising with senior managers when complex safeguarding and/or quality issues in services are identified during analysis of performance data to determine the options for resolving the situation and taking corrective action.
