Interim Compliance Manager – Building Safety & Technical Compliance

£600 p/d Inside IR35 / Umbrella

Hybrid

Two specialist opportunities available:

  1. Mechanical, Electrical, Gas & Electrical Compliance
  2. Fire Safety, Asbestos & Water Hygiene

We are supporting a large property services organisation with the appointment of two experienced Compliance Managers.

These are senior operational management positions responsible for ensuring the safe, compliant and commercially effective delivery of statutory compliance programmes across a significant housing and property portfolio.

Each successful candidate will take ownership of a specialist compliance area:

Specialism One: M&E Compliance

Responsibility for compliance programmes covering:

  • Gas servicing and safety
  • Electrical inspection and testing
  • Mechanical and electrical maintenance
  • Relevant technical accreditations
  • Management of engineering teams and specialist contractors

Specialism Two: Building Safety Compliance

Responsibility for compliance programmes covering:

  • Fire safety
  • Legionella and water hygiene
  • Asbestos management
  • Statutory inspections and remedial programmes
  • Management of technical teams and specialist contractors

Key responsibilities

  • Lead the operational delivery of assigned statutory compliance workstreams
  • Ensure properties, residents, employees and members of the public are kept safe
  • Manage technical supervisors, engineers, operatives, consultants and subcontractors
  • Lead teams of up to five direct reports and approximately 50 indirect reports
  • Manage compliance contracts and programmes valued at up to approximately £5 million
  • Develop and implement effective compliance-management systems
  • Set and monitor operational, quality, safety and commercial KPIs
  • Maintain accurate compliance records and provide clear management reporting
  • Ensure works are completed safely, on time, within budget and to the required quality
  • Manage specialist contractors and monitor their performance against agreed standards
  • Maintain relevant industry accreditations and prepare for external inspections
  • Identify compliance risks and implement appropriate controls
  • Manage service and programme risk registers
  • Improve productivity, cost control and workforce utilisation
  • Develop new delivery models that improve efficiency, quality and customer experience
  • Build strong relationships with clients, residents, contractors and internal stakeholders
  • Lead continuous improvement and organisational change initiatives
  • Promote a positive culture of health, safety and wellbeing

Required experience

Applicants should have:

  • Management experience within property, housing, facilities or building-services compliance
  • Experience managing statutory compliance programmes
  • Experience leading technical teams, engineers, operatives and contractors
  • Strong knowledge of relevant health and safety legislation and industry standards
  • Experience delivering operational programmes to agreed time, cost and quality standards
  • Commercial and budget-management experience
  • Experience managing contractor performance and contractual obligations
  • The ability to analyse operational, statistical and financial information
  • Strong stakeholder, client and customer-management skills
  • Experience introducing service improvements and managing change

Technical requirements

For the M&E position

Candidates should possess suitable gas, electrical or M&E qualifications. This may include:

  • Gas Safe registration covering relevant domestic work types; or
  • City & Guilds/NVQ Level 3 electrical qualification
  • AM2 certification
  • Current Wiring Regulations qualification, such as the 18th Edition
  • An equivalent technical compliance qualification

Experience managing gas servicing, electrical inspection and wider M&E compliance programmes is essential.

For the Fire, Asbestos and Water Hygiene position

Candidates should have strong technical knowledge across fire safety, asbestos management and Legionella or water-hygiene compliance.

Relevant qualifications may include:

  • NEBOSH Fire Safety Certificate
  • Level 3 qualification in fire-safety management
  • Legionella or water-hygiene training
  • Relevant asbestos-management knowledge or qualifications

Experience managing multidisciplinary fire, asbestos and water-hygiene compliance programmes is essential.


Additional qualifications

For either position, the following would be beneficial:

  • HNC, ONC, NVQ or equivalent qualification in a building-related discipline
  • IOSH Managing Safely
  • Relevant professional or technical membership
