Role Purpose

Global Advisory is seeking an experienced Compliance Monitoring, Assurance & Testing Manager to lead the design, execution and continuous development of its global risk-based compliance monitoring and assurance programme.

The role will be responsible for providing independent assurance over the effectiveness of the Global Advisory compliance framework, identifying emerging compliance and regulatory risks, and supporting senior management in maintaining a strong control environment across all jurisdictions in which Global Advisory operates.

In coordination with relevant stakeholders, the successful candidate will establish and oversee a global monitoring and testing framework designed to deliver meaningful insights, drive remediation of identified weaknesses and provide assurance that the business is operating in accordance with applicable regulatory obligations, internal policies and the firm's risk appetite.

The role will play a key part in the continued development of the Global Advisory Operational Compliance function and will work closely with Regional Compliance Heads, the Conflicts Team, Control Room, Financial Crime Compliance, Risk Management, Internal Audit and senior business stakeholders globally.

The role will report directly to the Co-Heads of Global Advisory Operational Compliance.

Key Responsibilities

Monitoring & Assurance Leadership

  • Develop the Global Advisory Compliance Monitoring, Assurance & Testing function.
  • Design, maintain and execute a comprehensive risk-based monitoring and assurance programme across Global Advisory.
  • Ensure monitoring coverage remains aligned with the Global Advisory Compliance Risk Assessment, business strategy, regulatory developments and emerging risks.
  • Establish a consistent global methodology for monitoring, testing, reporting, issue management and remediation validation.
  • Develop and maintain an annual monitoring plan that delivers appropriate coverage across jurisdictions and business activities.

Independent Testing

  • Lead and oversee thematic reviews, desk-based reviews, targeted testing and ongoing monitoring activities.
  • Conduct independent monitoring of key compliance functions, including Conflicts Management and the Control Room.
  • Review the design and operating effectiveness of regulatory and compliance controls.
  • Assess adherence to applicable laws, regulations, policies and procedures.
  • Ensure monitoring activities are evidence-based, proportionate and capable of withstanding regulatory scrutiny.

Risk Identification & Regulatory Assurance

  • Identify emerging compliance, conduct and regulatory risks.
  • Analyse trends, root causes and systemic control weaknesses.
  • Evaluate the adequacy of mitigation measures and recommend enhancements where appropriate.
  • Provide assurance to senior management regarding the effectiveness of the compliance control framework.
  • Monitor regulatory developments and incorporate relevant expectations into the monitoring framework.

Findings Management & Remediation Oversight

  • Review, challenge and finalise monitoring findings and recommendations.
  • Ensure findings are clearly articulated, risk-rated and assigned to accountable owners.
  • Oversee remediation tracking and validation activities.
  • Challenge delayed, ineffective or insufficient remediation efforts.
  • Escalate material issues and recurring themes to senior management and governance forums.

Governance & Reporting

  • Produce high-quality management information, dashboards and assurance reporting.
  • Present monitoring results, key risk themes and assessments of programme effectiveness.
  • Prepare periodic reports for Legal & Compliance leadership and governance committees.
  • Support regulatory inspections, Internal Audit reviews and external assurance activities.

Programme Development

  • Continuously enhance monitoring methodologies, testing techniques and assurance practices.
  • Drive greater use of data analytics, surveillance tools and technology-enabled monitoring.
  • Establish metrics, KPIs and KRIs to measure programme effectiveness.
  • Promote consistency of monitoring standards across all Global Advisory jurisdictions.
  • Contribute to the ongoing development of the wider Global Advisory Operational Compliance framework.

Leadership

  • Provide day to day management and development support to members of the Compliance Monitoring, Assurance & Testing team
  • Promote a high-performance culture focused on quality, independence and continuous improvement.
  • Allocate resources effectively and ensure appropriate coverage of key risks.

Knowledge & Experience

Essential

  • Experience managing Compliance Monitoring, Assurance, Testing, Internal Audit or Risk Assurance functions within financial services.
  • Experience working with data analytics, compliance technology and monitoring automation tools.
  • Knowledge of investment banking, corporate finance, capital markets and advisory businesses.
  • Extensive understanding of regulatory expectations applicable to investment firms and financial institutions.
  • Experience designing and executing risk-based monitoring programmes.
  • Proven experience presenting findings and recommendations to senior leadership and governance committees.
  • Strong understanding of second-line governance, risk management and control frameworks.
  • Demonstrable experience managing remediation programmes and issue tracking processes.

Desirable

  • Experience operating within a global or multinational compliance environment.
  • Experience monitoring Conflicts, Information Barriers, Control Room, Research, Market Abuse, Conduct Risk and Financial Crime controls.
  • Previous consulting, assurance or internal audit experience.
  • Professional qualifications in Compliance, Risk, Audit, or related disciplines.
