Compliance Officer

A leading international construction company require a compliance officer to be based in Armagh.

Role Purpose

To manage European workforce compliance for employees and subcontractors, including posted worker obligations, cross-border tax/payroll requirements, social security, immigration and in-country employment compliance.

Key Responsibilities:

• Manage Posted Worker compliance for employees and subcontractors, including registrations, declarations and supporting documentation.
• Monitor employee deployments, working locations and duration, identifying payroll, tax, social security and PE risks.
• Review country-specific collective agreements, minimum pay, allowances, working time, holiday funds and employment conditions.
• Coordinate international payroll requirements and liaise with local payroll providers and advisers.
• Oversee A1 applications and host-country social security requirements.
• Manage subcontractor compliance, including A1s, Posted Worker registrations, insurance, tax/VAT and workforce documentation.
• Coordinate responses to labour authority enquiries, inspections and compliance audits.
• Manage employment permits, visas and right-to-work documentation, including renewals and ongoing immigration compliance.
• Support overseas recruitment and workforce planning where required.
• Ensure employees and subcontractors are compliant before mobilisation.
• Maintain European compliance trackers, records, procedures and internal controls.
• Provide guidance to HR, Finance, Payroll and Operations, escalating complex tax/legal matters to the Finance Director and external advisers.
• Review UK and Irish payrolls prior to final processing, where this remains part of the role.
