Reporting to: Board of Directors

ROLE OVERVIEW

The Compliance Officer & MLRO will operate as part of the independent second line of defence, supporting the maintenance of the company's Compliance and Financial Crime Frameworks, providing day-to-day regulatory and financial crime oversight, and assisting the Board and Senior Management in meeting the firm's regulatory obligations.

RESPONSIBILITIES

  • Perform the responsibilities of MLRO and support the Compliance function, providing independent second line oversight across compliance and financial crime matters, subject to applicable regulatory approval.
  • Support the maintenance of the company's Compliance and Financial Crime Frameworks, covering conduct risk, financial promotions, complaints, conflicts of interest, outsourcing, safeguarding, AML/CTF, sanctions, fraud prevention, customer due diligence, transaction monitoring and suspicious activity reporting.
  • Maintain and periodically review the company's Business Wide Risk Assessment, ensuring it reflects current products, services, customers, channels and emerging financial crime risks.
  • Support regulatory engagement and correspondence, help maintain the company's regulatory authorisation in good standing, and ensure regulatory returns and submissions are accurate and on time.
  • Monitor regulatory developments and support the implementation of regulatory change.
  • Provide second line oversight of CDD, EDD, transaction monitoring and SAR processes, support compliance monitoring activities and ensure findings are escalated and remediated.
  • Receive, assess and determine internal SARs and, where appropriate, authorise external disclosures to the relevant financial intelligence unit, maintaining clear records and rationale.
  • Support oversight of sanctions screening, fraud prevention, APP fraud reimbursement, consumer protection, financial promotions, complaints handling and safeguarding, including reconciliation controls and readiness for incoming regulatory changes.
  • Assist in maintaining compliance oversight of the wind-down plan, own funds position, operational resilience, conflicts of interest and outsourcing governance.
  • Work with Risk, Legal, Finance, Operations and Internal Audit to support governance and controls, and coordinate responses to audit findings and supervisory actions.
  • Prepare Compliance, consumer protection and Financial Crime reports, including the annual MLRO Report, for review and Board presentation.
  • Support delivery of the Compliance and Financial Crime training programme.

REQUIREMENTS

  • Solid experience in a compliance or financial crime role within a regulated payments, e-money or comparable financial services firm, Payment Institution or comparable financial services firm, with the ability to satisfy regulatory fit and proper requirements for the MLRO designation.
  • Good working knowledge of the payments and e-money regulatory framework, including payment services regulation, conduct, consumer protection, financial promotions, safeguarding, outsourcing and operational resilience.
  • Sound understanding of financial crime regulation, including AML, CTF, sanctions, fraud prevention, CDD, transaction monitoring, SARs and Business Wide Risk Assessments.
  • Hands-on experience with Compliance and Financial Crime Frameworks, Business Wide Risk Assessments, MLRO Reports, regulatory reporting and compliance monitoring.
  • Experience supporting regulatory engagement, drafting correspondence and assisting with notifications, submissions and regulatory reviews.
  • Strong written and verbal communication skills, with the ability to produce accurate regulatory correspondence, policies and governance documentation.
  • Analytical and detail-oriented, with sound judgement and the ability to develop practical solutions under pressure.
  • High integrity and professionalism, with the confidence to exercise independent judgement and escalate issues appropriately.
  • ICA, ACAMS or equivalent advantageous; degree-level qualification or equivalent experience required; fluency in English essential.
