Compliance & Quality Manager

Location: Holbeck Depot, Leeds
Hours: 40 hours per week
Contract: 12-month FTC

RTS Infrastructure is a trusted provider of rail infrastructure, construction, and depot services across the UK. Based in Leeds, we work with major rail industry clients, delivering projects that keep the UK's rail network moving. We're looking for an experienced Compliance & Quality Manager to join our team in Holbeck. This is an exciting opportunity for a compliance and quality professional to lead the organization's assurance, governance, and management systems framework within a rail, construction, and infrastructure environment.

Reporting to the HSQE Manager, you'll take ownership of our Integrated Management System (IMS), providing leadership across compliance, quality assurance, audit management, and continuous improvement activities. You'll work closely with operational teams, project managers, suppliers, clients, and senior stakeholders to ensure RTS Infrastructure continues to meet the highest standards of safety, quality, and regulatory compliance.

What You'll Be Doing

  • Lead and manage ISO 9001, ISO 45001, and ISO 14001 certification activities, ensuring ongoing compliance and successful external audits.
  • Act as the primary point of contact for RISQS accreditation activities, audit preparation, and corrective action management.
  • Own, maintain, and continuously improve the Integrated Management System (IMS).
  • Coordinate and lead client audits, inspections, and assurance activities.
  • Develop and maintain policies, procedures, quality manuals, and compliance documentation.
  • Monitor legislative and regulatory changes and ensure requirements are effectively implemented across the business.
  • Develop and deliver risk-based audit programs, including internal, supplier, system, and process audits.
  • Lead investigations into non-conformances, root cause analysis, and corrective action implementation.
  • Support operational teams in the development and delivery of Project Quality Management Plans.
  • Manage supplier approval, review, and audit processes to maintain compliance and quality standards.
  • Produce meaningful compliance and quality reporting for senior leadership and governance forums.
  • Deliver training, guidance, and awareness sessions to support a strong compliance and quality culture.
  • Drive continuous improvement initiatives across quality, compliance, environmental, and health & safety management systems.

What We're Looking For

Essential Experience & Qualifications

  • Significant experience within rail, construction, engineering, or infrastructure environments.
  • Strong working knowledge of ISO 9001, ISO 45001, and ISO 14001 standards.
  • Experience managing RISQS accreditation and audit processes.
  • Proven experience leading audits and managing corrective actions.
  • Strong understanding of legislative and regulatory compliance requirements.
  • Lead Auditor qualification.
  • Experience working with Network Rail standards and assurance requirements.
  • Experience supporting Principal Contractor duties.
  • Full UK Driving Licence.
