We have an exciting opportunity for a Construction Co-ordinator to join our expanding team, based in Northeast of England and reporting to the Construction Manager. This role supports the safe, efficient and compliant delivery of construction projects within an operational pharmaceutical and life sciences environment, with a strong focus on site oversight and co-ordination.

Scope of Oversight

Oversight of subcontractor and supplier activities on site on behalf of the Construction Manager, covering civil engineering works and other trades, including mechanical, electrical, process and building fabric works.

Main Purpose

To support the Construction Manager in the safe, efficient and compliant delivery of construction projects on operational pharmaceutical and life sciences facilities. This is an oversight role with a civil engineering bias. The Construction Co-ordinator oversees civil works, including groundworks, drainage, foundations, concrete, steelwork and external works, and has the knowledge to oversee other trades, including mechanical, electrical, process and building fabric works. The role monitors subcontractor performance against the programme, RAMS and quality requirements, and works closely with the client team and their representatives to make sure that a safe working environment is maintained and that live manufacturing operations are protected.

Key Responsibilities

  • Oversee civil engineering works, including setting out, excavations, drainage, foundations, concrete, steelwork and hard landscaping, and check that they follow the design, specification and agreed RAMS
  • Oversee mechanical, electrical, process and building fabric works, and check that they follow the design, specification and agreed RAMS
  • Monitor progress against the project programme and report delays, risks and issues to the Construction Manager
  • Co-ordinate subcontractor activities and deliveries to minimise disruption to client operations
  • Review subcontractor risk assessments and check that work areas and hazards have been identified and communicated
  • Check that subcontractor personnel hold the training, competence and authorisations required for their tasks
  • Maintain site records, including daily diaries, inspection registers and attendance records
  • Lead daily safety walks and take part in toolbox talks, co-ordination and safety meetings
  • Inspect and audit work activities and safe systems of work, and raise findings with subcontractors for action
  • Monitor housekeeping, segregation and material storage standards
  • Support incident and near-miss investigations and track the close-out of corrective actions
  • Assist with handover information, including as-built records and inputs to the Health and Safety File

CDM 2015 Responsibilities

The role supports the Principal Contractor in meeting its duties under the Construction (Design and Management) Regulations 2015, the Health and Safety at Work etc. Act 1974 and the Management of Health and Safety at Work Regulations 1999. Responsibilities include:

  • Reviewing subcontractor RAMS before work starts and checking that they have been briefed to the workforce
  • Checking that everyone on site has completed a site-specific induction
  • Monitoring that permits to work, including excavation, hot works, isolations and confined space entry, are in place, followed and closed out correctly
  • Monitoring subcontractor activities for compliance with the agreed RAMS and the Construction Phase Plan
  • Stopping any work that is unsafe or not in line with agreed controls, and escalating to the Construction Manager
  • Checking that welfare facilities are available and maintained
  • Applying the Work at Height Regulations, LOLER for lifting operations, COSHH for hazardous substances, excavation and buried services controls and DSEAR/ATEX controls in classified areas, where these apply to the works

Pharmaceutical Environment

  • Work in line with Good Manufacturing Practice (GMP) expectations and client quality, EHS and security procedures
  • Follow gowning, hygiene and contamination control requirements when working in or near cleanrooms and classified areas
  • Make sure that no work starts without approved client change control and area access authorisation
  • Protect live manufacturing through segregation, dust and noise control, and careful planning of shutdowns and interfaces
  • Keep records accurate, legible and contemporaneous to support validation, qualification and audit
  • Maintain confidentiality regarding client processes, products and information

Essential Requirements

Qualifications & Certifications

  • SMSTS (Site Management Safety Training Scheme), in date
  • CSCS card appropriate to a management role
  • HNC/HND in Civil Engineering or equivalent experience
  • Emergency First Aid at Work

Experience

  • At least 3 years in a similar oversight role on civil engineering projects
  • Experience overseeing M&E, process and building fabric trades
  • Working in pharmaceutical, life sciences or other regulated, live operational environments
  • Operating within permit-to-work and isolation systems
  • Client-facing work on site

Skills & Knowledge

  • Strong knowledge of civil engineering methods, materials and quality standards
  • Good knowledge of M&E, process and building fabric works, sufficient to oversee them
  • Ability to read and interpret civil, structural and services drawings
  • Sound working knowledge of CDM 2015 and wider UK health and safety legislation
  • Confident verbal and written communication with all levels of stakeholder
  • Good organisational, time-management and IT skills
  • Attention to detail and accurate record keeping
  • Willingness to challenge and stop unsafe work

Desirable Requirements

Qualifications & Certifications

  • Degree in Civil Engineering or NVQ Level 6 in Construction Site Management
  • IOSH Managing Safely or NEBOSH Construction Certificate
  • Temporary works and CAT & Genny training

Experience

  • Working in or adjacent to cleanroom or GMP-classified areas
  • Liaising with stakeholders at all levels

Skills & Knowledge

  • Awareness of GMP principles, change control and contamination control
  • Experience with digital permit, inspection or site management systems
  • Basic negotiation and commercial awareness
