Job Title: Construction Manager - CDM Compliance

Location: Lowestoft

Salary: from £70,800, bonus up to 20%, family health cover and car allowance

Role Overview

The Construction Manager – CDM Compliance supports the Project Construction Manager (PCM) in the discharge of Principal Contractor duties under the Construction (Design and Management) Regulations 2015 (CDM Regulations). The role is responsible for establishing, implementing and assuring CDM compliance arrangements across all construction activities and contractors, ensuring that construction works are planned, managed, monitored and coordinated in accordance with legal, project and company requirements. The position forms part of the project site leadership team and provides independent construction compliance oversight across all project packages.


Key Responsibilities

  • Support the Project Construction Manager (PCM) in meeting Principal Contractor responsibilities, ensuring compliance with CDM regulations and maintaining accurate evidence of adherence across all project activities.
  • Support the implementation and ongoing management of the Construction Phase Plan.
  • Lead contractor compliance monitoring activities, carrying out CDM audits, inspections and assurance reviews across both onshore and offshore environments.
  • Monitor safe systems of work and drive high standards of health, safety and regulatory compliance.
  • Provide specialist CDM guidance to project and contractor teams, maintaining compliance reporting, KPIs and governance records.
  • Support Site Works Committees and governance forums, contributing to continuous improvement and effective project delivery.

Requirements

  • Experienced construction professional with a strong understanding of CDM Regulations, Principal Contractor duties and the management of construction activities within complex, multi-contractor environments.
  • Experience within offshore wind, energy, marine or major infrastructure projects would be highly advantageous.
  • Sound knowledge of construction management systems, contractor management, safe systems of work, permitting arrangements, RAMS and construction risk management.
  • Experience leading compliance audits, inspections and assurance activities, with the ability to identify risks, challenge non-compliant behaviours and drive effective corrective actions.
  • Strong communication, stakeholder management and influencing skills.
  • Ability to operate effectively within a project leadership environment.
  • Experience operating within a Principal Contractor organisation during the execution phase of major construction projects is preferred.
