Highways Construction Manager - Major UK Infrastructure Programme
Location: South East England (hybrid, 3 days on site, relaxed culture)
Rate: Up to £800 per day (inside IR35)
Duration: 6 months, with possible extension
The opportunity
A leading UK infrastructure client is seeking an experienced Highways Construction Manager to join a multi-billion-pound transport expansion programme. You'll be the construction subject-matter lead for the highways scope, reporting to the workstream lead and shaping how a major package of highways works is phased and delivered.
What you'll be doing
- Leading the highways construction input to a Development Consent Order, giving direction, leadership and challenge to consultants
- Making sure consultants deliver value for money
- Developing high-quality Statements of Common Ground with highways stakeholders
- Identifying, managing and mitigating construction risk
- Acting as the focal point for tracking change and cost movement across your scope
- Advising the wider consenting and environmental programme on dependencies, risks and decision points
- Producing technical papers, briefing materials and presentations for regular stakeholder meetings
- Supporting the packaging strategy and contractor procurement

What you'll bring
- Significant experience delivering major highways projects
- Experience in complex, multi-disciplinary environments where collaboration is central
- Proven track record managing and assuring design organisations on large construction projects
- Experience engaging with National Highways and/or local highway authorities
- Involvement in highways construction procurement

Desirable
- Direct experience supporting DCO submission and/or examination
- Knowledge of highways mitigation design, traffic management and operational access strategies
- Experience in multi-disciplinary EIA or consenting programmes
