Job Description
Parsons is seeking a qualified Construction Surveillance Technician (CST) to support overseas Department of Defense construction and security requirements at RMF Molesworth, UK. The Construction Surveillance Technician will provide construction security surveillance, monitor compliance with security standards, and support the protection of sensitive facilities, systems, and construction activities. This role requires a strong understanding of construction practices, security protocols, quality assurance, and overseas DoD project requirements.
What You’ll Be Doing
- Conduct construction security surveillance activities to identify and mitigate security risks throughout the construction lifecycle
- Monitor construction sites, personnel, materials, equipment, and work practices for compliance with applicable security requirements
- Support technical surveillance countermeasures and industrial security activities, as required
- Perform construction quality assurance inspections and verify that work is completed in accordance with approved plans, specifications, and security standards
- Provide hands-on supervisory construction support and coordinate with contractors, government representatives, security personnel, and project stakeholders
- Review construction activities for potential vulnerabilities, unauthorized changes, or deviations from approved procedures
- Maintain detailed surveillance, inspection, and quality assurance documentation
- Report security concerns, construction deficiencies, and other issues through established procedures
- Assist with corrective action tracking and verify that identified deficiencies are resolved
- Support overseas DoD construction projects and comply with applicable site access, security, safety, and operational requirements
- Work extended hours, weekends, holidays, and schedules of up to 60 hours per week when mission requirements dictate
- Protect sensitive information and maintain strict compliance with security policies and procedures
- Coordinate with project leadership to support schedule milestones and maintain construction progress
- Provide clear written and verbal updates to government and contractor stakeholders

Required Skills You’ll Bring
- Minimum of 8 years of experience in construction security surveillance, technical surveillance countermeasures, industrial security, construction quality assurance, or hands-on supervisory construction
- Current Construction Surveillance Technician certification; a copy of the certification must be included with the application
- Minimum of 2 years of experience providing construction services overseas in support of the Department of Defense
- Ability to work holidays, weekends, extended shifts, and up to 60 hours per week when required
- Strong understanding of construction processes, site operations, and quality assurance practices
- Ability to identify security vulnerabilities and construction deficiencies
- Strong written and verbal communication skills
- Ability to work independently and effectively in a dynamic overseas environment
- Ability to coordinate with contractors, government personnel, security professionals, and other project stakeholders
- Active TS/SCI clearance
Desired Skills You’ll Bring
- Completion of the Department of State Construction Surveillance Technician Course SE631
- Completion of U.S. Army Corps of Engineers construction training
- Security Systems Management certification
- ICD 705 certification
- Experience supporting secure construction or sensitive compartmented information facility projects
- Experience with construction security, industrial security, or technical surveillance countermeasures in an overseas environment
- Familiarity with Department of Defense, Department of State, and U.S. Army Corps of Engineers construction and security requirements
- Experience conducting formal inspections, quality assurance reviews, and deficiency assessments
- Experience preparing construction surveillance reports, inspection records, and project status updates
