About the role
We are looking for a Consultant or Senior Consultant to join our growing team, focused on providing financial analysis and modelling to a broad range of clients. The role will involve advising on a mix of projects including property, regeneration, investment, green finance, funding and more.
We are keen to speak to candidates who can assist the team in delivering the following services:
- Robust analysis and financial modelling for a range of projects
- Supporting sound strategic decision-making on projects including property and housing development, regeneration schemes, asset strategy and investment, project procurement and delivery partnerships
- Carrying out development appraisals for our property projects
- Advising clients on the impacts of projects and making strategy recommendations
- Developing business plans, as well as HMT Green Book business cases and options appraisals
- Developing a strategic approach to securing investment by developing public-private partnerships, such as joint ventures and setting up trading companies
- Supporting 31ten’s wider projects and teams with specialist analysis and modelling expertise

- Creating the funding strategy for a 10,000-home garden village
- Assessing the risk level of c.£500m of debt funding provided by a local authority to local capital projects

- Developing a strategy for how business rates can be used to fund a major HS2 station regeneration
- Pricing environmental credits to protect water quality
- Supporting a London Development Corporation in assessing the financial performance of its Joint Venture projects
- Auditing the financial model that underpins a district heat network
- Advising on how best to commercialise space on a car park-based arts hub
In this role, we’d expect you to:
- Communicate clearly and confidently, adapting your style to suit different audiences and client contexts
- Deliver high-quality client work — from analysis and insights to well-structured, proofread reports
- Take ownership of clearly defined tasks, meeting deadlines and proactively flagging risks or asking for support
- Build a growing understanding of the sector, market and commercial context of public sector consulting
- Contribute to business development, from supporting proposals and case studies to building positive client relationships
About you
A great ‘31tenner’ is a self-starter with drive and ambition. We are looking for people who can build excellent client relationships and work collaboratively within a team environment. But above all else, you must be passionate about social impact and working with the public sector.

We’re keen to hear from values-driven candidates, with:
- A minimum of 2 years' experience in consulting, or a similar client-facing role
- Advanced Excel skills, ideally with experience of financial modelling
- An understanding of accounting principles
- Experience in analysing data
- The ability to work flexibly to deadlines, with a successful track record of contributing to several projects simultaneously
- A growth mindset, regularly seeking feedback and continuous self-improvement
- The ability to deal with ambiguity and to navigate complex or unclear issues
- The ability to think analytically, systematically, and logically, breaking down complex information to enable us and our clients to better understand them
- An active contribution to the development of our company culture, role-modelling our values and engaging with internal initiatives and knowledge-sharing

Our interview process
1st stage - Initial call with our People Lead (30mins, virtual)
2nd stage - Technical interview - Excel test and competency-based interview with two members of the team (2hrs, in-person)
3rd stage - Values & behaviours interview - Final meeting with two members of our Senior Leadership Team (1hr, in-person)
